SUBJECT: CCTV STATUS REPORT AND 1991 WORKPLAN
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Accept the 1990 status report for CCTV (Contra Costa Television)
and approve the 1991 CCTV workplan.
FINANCIAL IMPACT
Funds are from the Community Access Trust Fund which can be used
only for the support of Community Access in Contra Costa County
under Ordinance 82-28. The Board of Supervisors is the
administrator of these funds.
REASONS FOR RECOMMENDATION/BACKGROUND
CCTV (Contra Costa Television) , a program approved by the Board
of Supervisors in 1986, began by assessing community needs.
Simultaneously, an analysis of public information strategies and
resources was conducted. In addition, a Departmental grants
program was developed and has provided resources for the
production of over 50 quality programs. Additional resources such
as equipment, training and staff have been added in the past four
years to assist in productions. An interconnect study is in
process to determine the feasibility of developing a countywide
community television channel. The video report which you will
see and the attached workplan represent 1990 accomplishments and
plans for 1991.

to inform the homeless of services available to them.

1991 Workplan
I. Public Information:
A. Countywide Cablecasts - Coordinate cablecasts of County
programming and hearings as requested.
B. PSA's - Publicize CCTV and other County programming
through public service announcements.
C. Program Publicity - Develop press releases and
newspaper ads as needed to publicize countywide
programming.
D. Newsletter Articles - Develop articles about training
and County programming for the County
Management/Employee newsletters, City newsletters and
Community Group newsletters (as appropriate) .
II. Production of Programs:
A. .Studio Agreement - Renew inter-Departmental agreement
with the Sheriff ' s Department to provide a studio,
studio support and equipment for County productions.
Acquire additional equipment as needed.
B. Training Classes - Continue to provide training as
needed in Basic Video Production; Pre-Production;
Production; Post-Production; the Amiga Computer; and
Advanced Production.
C. Departmental Grants - Provide grants to County
Departments to support programming. Grants range from
$500 for Public Service Announcements(PSA' s) to $3 ,000
for 30-minute productions.
D. Production of Programs - Produce programs and tape
hearings of countywide interest, as appropriate.
E. Video., Technician - Continue to contract with a person
who will provide part-time video production and
training support.
III. Interconnect:
A. Feasibility Study - Complete study of the technical and
economic feasibility of a countywide, interconnected
CCTV. Begin implementation of interconnect based on
findings of study.
IV. Administration/Coordination:
A. Staffing - Provide staff support to the program for
administration, coordination and planning ( 1/2 FTE
Management Analyst and 1/4 FTE Secretary) .
