THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA

SUBJECT: Proposed .1991 Community Services Block Grant Contractors
The Board considered the report of Joan Sparks, Director of the
Community Services Department, presenting the recommendations of the
Economic Opportunity Council for the 1991 Community Services Block
Grant contractors.
Lu Rosas, Chair of the Program Committee, spoke on the ranking
procedure and noted that there was no disparity between the members
of his committee relative to the ranking of the applications for
Block Grant funds. He advised that the Committee' s recommendations
were based on the State' s program requirements and community needs.
Lucy Lujan and Donnie Mitchum, 125 Memorial Way, West Pittsburg,
advised of their Community Safety Project not being recommended for
funding and of their appealing the decision of the Program Committee.
Jose M. Lopez, Vice Chair, United Council of Spanish Speaking
Organizations (UCSSO) , presented .a letter dated December 6, 1990 from
Richard J. Martinez, Chairperson, on the $38,000 recommended for his
organization to receive. He advised that in order for UCSSO to keep
its four service centers open in East and West County, it will need
to receive a minimum of $84,000 in funding from the Community Servic-
es Department. He urged the Board to give consideration to increas-
ing the funding level to $84,000.
Richard S. Lujan, UCSSO, 837 Arnold Drive, Martinez, spoke about
language and illiteracy problems that have a significant impact on
community based organizations. He commented on reductions in pro-
-grams that have occurred during -the last five years while the need
for services has increased. . He advised that failure to receive an
additional $42,000 will necessitate shutting down the Richmond and
Pittsburg centers.
Supervisor McPeak advised that she could appreciate the diffi-
cult task of Community Services staff and the Program Committee in
evaluating the applications. However, she expressed concern that
additional cuts will cripple UCSSO' s ability to provide services to
the Spanish speaking community. She stated that she was not prepared
to accept the Committee' s recommendations.
Supervisor Schroder advised that he shared Supervisor McPeak' s
concerns. He advised that unless new funding sources are developed, .`
the County will have to continue to make reductions in programs and
services. Supervisor Schroder referred to the many counties through-
out the State having to make program reductions because -of diminish-
ing revenues with some on the verge of bankruptcy. He stated that he
will not let this County go bankrupt by funding services the County
cannot afford.
Richard Carroll, Bayo Vista Resident Council, 1208 Mariposa
Street, Rodeo, advised that his group is attempting to take over the
Parker House site currently operated being by Neighborhood House of
North Richmond until December 31, 1990 . He advised of his Council' s
interest in obtaining Community Services Block Grant funds for this
project and requested the Board to allocate funds for the Parker
House program for another year to allow them time to explore and
secure their own funding for its continued operation.
Supervisor Fanden recommended that he submit a letter explaining
his proposal.
Ms. Sparks advised that the Community Services Department is
continuing to service the Parker Avenue site with a staff person
assigned to serve the Rodeo community.
Ronda Rice, Pre-School Coordinating Council, 4317 Heights
Avenue, Pittsburg, expressed appreciation for being recommended for
funding .for the Council' s Bridging project. She noted, however, that
the level of funding recommended by the Committee barely provides for
a teacher. In order for the Bridging project to continue, she
advised that additional funds are needed and therefor requested the
Board to further review the funding level recommended by the Program
Committee.
Barbara Bysick, Family Stress Center, 2086 Commerce Avenue,
Concord, expressed appreciation for the Center' s Latino project being
recommended for funding.
Angie Faytak, Family Stress Center, 94 1/2 Medanos; West
Pittsburg, referred to her role in the Latina Project and spoke about
helping their clients find jobs, housing, and day care.
Gloria J. Sandoval, Rape Crisis Center, 2023 Vale Road, Suite 2,
San Pablo, expressed appreciation and requested the Board to accept
the recommendation of the Program Committee relative to funding the
Rape Crises Center's Child Assault Prevention project. She advised
of her commitment to working with children in the school districts by
encouraging resistance to assaultive situations and helping them to
identify who they' go to for help. She spoke of the State' s fiscal
crises and the impact on rape crisis programs.
Joe Gross, Neighborhood House of North Richmond, 305 Chesley
Avenue, Richmond, advised of his contact with representatives of Bayo
Vista Resident Council requesting them to apply for funds for the
Parker House program in Rodeo.
Jack Nakashima, Center for New Americans, 2640 San Carlos Drive,
Walnut Creek, spoke on services provided to Asian and European
immigrants in Central County and the need to expand this service to
East and West County.
All persons desiring to speak were heard.
Supervisor Powers referred to the unfavorable economic situation
and the lack of resources to respond to the needs of the' poor and
disadvantaged. He expressed concern that some established programs
either were not funded or received a reduced level of funding while
some new programs were recommended for funding. He spoke on the need
to save the good programs currently in operation. He recommended
that the County Administrator and the Director of Community Services
review these issues and return to the Board on December 18, 1990 with
a recommendation.
Board members being in agreement, IT IS BY THE BOARD ORDERED
that the recommendation of Supervisor Powers is APPROVED.

II. FINANCIAL Il�ACT
None. Funding from this Contract for the period of January 1,
1991, through June 30, 1991, is already reflected in the
Department's FY 1990-1991 budget. Funding for the period of July
1, 1991, through December 31, 1991, will be reflected in the
Department's FY 1991-1992 budget.
III. REASONS FOR RECORDED ACTION
For the last two years the Economic Opportunity Council (EOC) has
submitted to the Board of Supervisors its list of recommended
Community Service Block Grant service providers for the upcoming
calender year.
The 1991 list of recommended service providers were selected by
the EOC's Program Development Committee as the result of a open
competitive process.
The process used by the EOC was developed by staff of the
Community Services Department. The proposed outcome of this
process was to select service providers that best met the
criteria of identified County needs/goals for 1991 for which
Community Service Block Grant funds were to be targeted. Those
needs/gpals in the order of their priority are:
1. Resource Development
2. Youth at Risk
3. Homeless and Housing
. 4. Employment
5. Education
6. Prevention of Starvation and Malnutrition
7. Better Use of Available Income
8. Substance Abuse
The needs/goals and rfp process was reviewed and approved in
concept by the Internal Operations Committee on September 24 ,
1990, and the Board of Supervisors on September 25, 1990
(Attachment "A") . A copy of the proposal review process document
is attached and is referenced as Attachment "B" .
The proposal review process is divided into three stages. The
first stage is a cursory review of each proposal for
completeness.
The second stage consists of an in-depth review whereupon each
proposal is scored on 14 separate rating criteria objectives.
The third stage consists of group review and discussions by the
Committee of each individual proposal to complete the review
process.
On September 26, 1990, request for proposal packages were sent
out to non profit agencies throughout the County. A total of 13
non-profit agencies responded to the request for proposals. The
name of each agency, and the amount each requested are as
follows:

A total of $ 604 , 806. 00 in CSBG Grant funds were requested. At
that time, only $ 120, 000. 00 in 1991 CSBG funds were available
for program services.
Copies of each proposal were sent to each member of the Program
Review Committee to review, score, and rank. On November 6,
1990, the Program Development Committee met to make a
recommendation to the EOC on 1991 CSBG service providers. The
Committee, after a lengthy review process, made the following
recommendations for 1991 CSBG service providers to the EOC:

Funds were awarded based on ranking by the Committee, and a
desire to spread the limited dollars to as many organizations
possible. The Committees process and rational for the decisions
made in this process are addressed in a November 16, 1990 letter
to the Board of Supervisors by Lou Rosas, the Chairman of the
Program Development Committee of the EOC (Attachment C) .
The Program Development Committees recommendation was approved by
the BOC on November 14 , 1990.
On November 19, 2990, the Department received from the Department
of Economic Opportunity the 1991 CSBG Contract containing an
additional 34,000.00 in unexpected Grant funds. This entire
amount was placed into the 1991 allocation for service
providers.
At the November 28, 1990 joint meeting of the Program Development
Committee and the EOC it was decided to award the $ 34,000. 00 to
two organizations; $ 14 , 000.00 in additional monies would be
awarded to United Council, with the balance of $ 20,000.00 going
towards Pittsburg Pre-School Council, who ranked sixth in
scoring, but who did not receive funding in the initial review.
The Committee's recommendations were reviewed and approved by the
EOC that same evening.
The Department is further recommending that the Auditor-
Controller be authorized to advance funds to contracted agencies
pending receipt of advance funds from the state.
The following is a description of the agencies recommended for
funding by the EOC:
Family Stress
This program assist latino families in accessing available
resources in the community. Services will be provided in the
Pittsburg area. Agencies that cooperate with this program are the
Pittsburg Housing Authority, Contra Costa County Social Services
Department, Contra Costa County Health Department, United Council
of Spanish Speaking Organizations, and Legal Services and
Shelter, Inc.
Battered Women's Alternatives
The program focuses on providing education, employment, housing
and networking with other programs to help battered women
remain free from violence by helping them develop self suffi-
ciency. All women of the program are temporarily homeless
because of battering. Program components are: 1. Employment
counseling and assistance; 2. Independent living skills
training; 3. Classroom education; 4. Housing assistance.
Rape Crisis Center
This program is a Child Assault Prevention Program. The focus
is on children K-12. The program will provide appropriate
abuse prevention workshops in public schools in the San Pablo
area. Program will focus on: 1. Knowledge of the abuse issues;
2. Self protection skills; 3 . Referral information.
United Council of Spanish Speaking Organizations
UCSSO offers a spectrum of human services in four offices
county wide. The services are: employment; housing assistance;
translation and interpretation; nutritional support; education;
weatherization-energy referrals.
Cambridge Community Center
Cambridge provides essential emergency referral services for
low-income residents. Services include housing referrals for
homeless; food and nutrition; child care; employment counsel-
ing; clothing. They will also continue the food distribution
program serving over 450 families per week.
Pittsburg Pre-School Coordinating Council, Inc.
This agency is seeking funding for the second year of its
"Bridging Project" , an educational program providing individual
academic tutoring and counseling to low-income elementary age
children, and training in parenting skills to their families.
IV. CONSEQUENCES OF NEGATIVE ACTION
The State Department of Economic Opportunity requires that the
Community Services Department have, before the end of the
calendar year, a signed contract listing contract agencies.
Without the contract, the Department will be without operating
funds. A delay in approving this request would place community
agencies in serious financial difficulties and prevent/delay
needed services to low-income families.
