Approve and authorize the Social Service Director or designee to sign the State Contract for Mutual Assistance Association Grant Services (MAAG) for the full contract term of July 1 , 1990 through September 30, 1992 together with any subsequent funding amendments thereof to this agreement with a specific amount of $17 , 560 for the period of July 1, 1990 through June 30, 1991. C. BACKGROUND In order to get the funding, the county must submit the TA190' and MAAG signed contracts to the state as we did for RESS funds. On April 24, 1990, the Board approved the original County Plan for Refugee Services and authorized the Social Service Department to issue Requests for Proposals (RFP' s) to select contractors to operate refugee services programs. SSD issued the RFP' s on April 30, 1990 and contractors were selected and began operations on July 1, 1990. The original County Plan was based on estimated amounts since final allocations were not then known. Since then, the federal office has . revised the allocations twice, just finalizing them in late September. The County Plan was revised in October. Attached is an Executive Summary of the revised Refugee Services County Plan. EXECUTIVE SUMMARY COUNTY PLAN FOR REFUGEE SERVICES - APRIL 1990 (Revised July& October) REFUGEE EMPLOYMENT SOCIAL SERVICES (KESS) TARGETED ASSISTANCE (TA) MUTUAL ASSISTANCE ASSOCIATION GRANT (MAAG) Contra Costa County, by virtue of its refugee population of approximately 8,000 persons, is one of 13 California counties designated as impacted by the Federal Office of Refugee Resettlement (ORR) . As an impacted county, Contra Costa is the recipient of three federal grants to provide services to refugees who are recipients of public assistance. These services include English as a Second Language, Employment Services, Vocational Training, and Social Adjustment/Health Accessing services. The goal of these programs is to facilitate refugee achievement of economic self-sufficiency as soon as possible after their arrival in the United States. The Social Services Department was designated by the Board in 1984 as the agency responsible for planning and administering these grants. All funds received except the amount set *aside for county administration expenses are contracted out to private, nonprofit service providers through the RFP process. The Social Service Department Director assures the Board that the planning process specified in federal guidelines was followed in developing this County Plan. These guidelines specify that an Advisory Council be organized consisting of representatives from refugee organizations, public and private agencies dealing with refugee resettlement, EDD, PIC, and the Social Service Department. The Advisory Council 's duties are as follows: 1. Conduct a Labor market Analysis 2. Identify target groups most needful of services 3. Analyze needs of the target population 4. Review existing community resources 5. Identify gaps in services 6. Hold a Public Hearing to receive conounity input 1. Recommend programs to be funded The 10-member Refugee Advisory Council met on March 14, 21, and 28, 1990. The Public Hearing took place in San•, Pablo on March 28, 1990. The Social Service Director approves the Advisory Council 's recommendations for expenditure of these grants as follows: Proposed Planning July October Amounts Amounts Amounts I. MUTUAL ASSISTANCE ASSOCIATION GRANT $ 14,913 $ 17,612 17,560 County Admin-. 0 0 0 Social Adjustment/Health Accessing 14,913 17,612 17,560 The Social Service Director requests that the Board approve acceptance of these three federal grants, approve the County Plan for expenditure of the grants, and give permission for the Social Service Department to issue RFPs immediately to prospective bidders for operation of these services programs under contract .with the County beginning July 1, 1990. Note: The April County Plan was developed on the basis of anticipated amounts. The final allocations were published in late September. In order to avoid a gap in services (all present contracts expired 6/30/90), the Advisory Council had to use preliminary figures for planning purposes.
