Spooner, Contracts Administrator Costa DATE: November 29, 1990es an Approval of Contract #24-546-1 with Bay Area Addiction RdQeQt9ntY SUBJECT: Inc. for Continuation of Federal Waiting List Reduction Project Methadone Maintenance Services For IV Drug Abusing Clients at Risk for AIDS SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Health Services Director or his designee (Chuck Deutschman) to execute on behalf of the County, Contract #24-546-1 with Bay Area Addiction Research and Treatment, Inc. (BAART) in the amount of $218,206 for the period September 30, 1990 through June 30, 1991 for methadone maintenance treatment and counseling services for IV Drug Abusing Clients at risk for contracting AIDS in East and West County. This Contract includes a three-month automatic contract extension from June 30, 1991 through September 30, 1991 in the amount of $72,735. II. FINANCIAL IMPACT: This contract is funded by Federal funds (Fed. Cat. #13.992) and does not require County matching funds. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: Bay Area Addiction Research and Treatment, Inc. has provided methadone maintenance services in East and West Contra Costa County since March 1988. The 1989 Federal Waiting List Reduction Grant funding enabled the contractor to provide expanded methadone maintenance services to eligible Richmond, West Pittsburg, and Pittsburg residents who had applied for participation in the program, but who had been placed on the program's waiting list. The Federal Waiting List Reduction Grant funding for this project ended on September 29, 1990. However, additional Federal Block Grant funding has been allocated to allow this project, for IV drug abusing clients who are at risk for contracting AIDS, to be continued through June 30, 1991. This Contract maintains 75 treatment slots in the Richmond Methadone Maintenance Program and 75 treatment slots in the Pittsburg Methadone Maintenance Program which were created under the Federal Waiting List Reduction Grant Project.
