I . RECOMMENDED ACTIONS:
1 . Approve and authorize.- the Health Services Director
to execute and submit to the State Department of
Health Services, the "County Health Services Plan"
and Budget for fiscal year 1990/91; and
2 . Approve and authorize the Health Services Director
to execute, upon State approval, the 1990/•91 °
"Standard Agreement for County Health Services" ,
with the State Department of Health Services:
II . FINANCIAL IMPACT:
Approval of this agreement will result in $ 25, 100, 385
of State funding for County Health Services provided in
accordance with the adopted "County Budget" and the State
required "Health Services Plan and Budget" :

III . RECOMMENDATIONS/BACKGROUND:
SB-409 (Chapter 1005, Statutes of 1981 ) requires the
governing body of each county or local health
jurisdiction to adopt and submit a multi-year County
Health Services Base Plan and Budget. Additionally,
Medically Indigent Services Program counties and those
receiving Tobacco funds (Proposition 99 ) must provide
related expenditure information with the Plan and Budget
submission.
Following the passage of Proposition 13, the Legislature
provided a variety if vehicles to "bail out" local
government. One of those was the establishment of the
County Health Services fund by AB-8 (Chapter 282 Statutes
1979 ) . Welfare and Institutions Code Section 16700
provide that the State will reimburse the county. a
maximum of 50% of the County's cost of providing health
and medical services to a maximum limit.
The county applies for its AB-8 allocation from the
Health Services fund by identifying the budgeted net
county cost for the fiscal year. The amount of funds
currently budgeted to the Health services Department is
sufficient to meet the match requirements at the 50/50
level and to maximize the total state dollars available.
The passage of the Tobacco Tax and Health Protection act
of 1988 (Proposition 99 ) and its implementing
legislation, Assembly Bill 75 and Senate Bill 960 made
available monies to reimburse hospitals, physicians, and
other providers for uncompensated care costs .
On August 7, 1990, the Board authorized the Health
Services Director to execute and submit to the State
Department of Health Services, the application for
California Health Care for Indigents Program (CHIP) ,
Tobacco Funds and the application for the Medically
Indigent Services Program for the fiscal year 1990/91 .
Contained within the applications were assurances by the
County regarding use of these funds . Contained within
the "Health Services Plan and Budget" are the procedural
aspects of implementing those assurances .
