SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: Approve and authorize the submittal of the following Transportation Development Act (TDA) applications Article 3, Bike/Pedestrian. 1. A pedestrian/bike trail adjacent to Reliez Valley between Grayson Road and Donegal Way. 2. A pedestrian/bike trail on Manor Road and Loma Linda Drive from EI Sobrante Elementary School to Crespi Junior High School in EI Sobrante. 3. A pedestrian/bike trail on Cypress Road from Empire Avenue to O'Hara Avenue in Oakley. 4. A Bicycle Transportation Map covering Central and Eastern Contra Costa County. II. Financial Impact: TDA funding will be applied for 100 percent of the estimated project costs of the Reliez Valley Road Trail and the Manor Road bike path. Total project costs are $55,000 and $113,00 respectively. TDA will be asked to a fund 50 percent of the Cypress Road bike path with Oakley/N. Brentwood Area of Benefit covering the remaining half. III. Reasons for Recommendations and Background: The TDA process allows for the County to apply for one project each from the East, West and Central parts of Contra Costa County. TDA also permits the County to apply for one bicycle safety education project. Based on community support, public safety, and readiness for implementation the aforementioned projects were selected as each area's top candidates. All three pathways are designated in the County's General Bikeway Plan. Both the Cypress Road and Manor Road paths will provide safer access for children attending the schools which are linked to the proposed paths. The Reliez Valley Road project will connect two other segments of the path which will be built by local development. In addition the Reliez Valley Road project is part of the proposed Reliez Valley Regional Trail which is being actively pursued for funding by the cities of Martinez and Lafayette and the East Bay Regional Park District. The bike map project is being managed by the East Bay Bicycle Coalition. Contra Costa County is submitting the application on behalf of EBBC. This project is a sequel to EBBC's highly successful "Bicycle Commute Map of the East Bay". That map was partly responsible for EBBC receiving the MTC Award in 1985. Local bicycle clubs and employees have been contracted by EBBC and expressed support. The Oakley Municipal Advisory Committee has reviewed and approved the Cypress Road project. The Transportation Committee has reviewed and approved these four TDA projects. IV. Consequences of Negative Action Failure to approve these projects will eliminate a potential funding source (at no cost to the County) and delay implementation of the County's General Plan as it relates to pathways.
