The current permit expires on November 8, 1990. Direct the Public Works Department to initiate procedures to extend this road closure permit. BACKGROUND INFORMATION: Please refer to the attached letters from Donald L. Russell, Brentwood City Manager, and Michael Hogan of T & S Construction Company. The current permit allows for closure until November 6, 1990, T & S Construction Company has experienced: very slow progress. They now anticipate that the work on Sunset Road will not be completed until December 15, 1990. As the road closure permit expires on November 6, 1990, I am requesting that this issue be placed on the Board Agenda for the November 6, 1990, meeting allowing until December 15, 1990, to complete the work on Sunset Road. X14553 Attn: Sharon Creswell Re: Road Closure Permit No. 8361-6113 for Sunset Rond Dear Ms. Creswi!ll: You and Contra Costa County Public works Department staff are aware of the Brentwood West Sanitary Interceptor Project and the extremely dan- gerous and dif!'icult conditions encountered during its construction. Staff from the City of Brentwood, the Contra Costa County Department of Public Works, :tnd T & S Construction have met several times durJn con- struction of the project. r The last m+seting between these parties to discuss the referenced s f permit was held September 28, 1990. As a result of that meeting, an ex- tension of the road closure permit until November 8, 1990 was granted. T & S Construc :ion openly admitted to all parties at that time that this extension may -tot be adequate due to the difficult consttuction• being encountered on Sunset Road. We felt that our request, for an extension was reasonable in light of tbo information available, and our desire to make a request which was endorsed by all parties concerned. Since that meeting, T & S Construction has been working dawn to dusk, six day's a week in an all out effort to complete work on Sunset Road as soon as possible. Indeed, we have made significant progress. Of the 1 ,000 feet yet to be constructed a month ago, 460 feet now remain. This letter is our final request for a permit extension. The pro- duction rates achieved in the last month allow us to make an accurate estimation of the time required to complete our work on Sunset Road. T b 8 construction can now guarantee that pipeline work on Sunset Road will be complete on-or before December 15, 1990. The closure of Sunset Road has become a necessity due to the un- stable soils and utilities that exist. Due to a conflict with a P. C. & E. gas tine the sewer pipeline has been shifted to the road center- line by the City of Brentwood. Because of the unstable soils and the numerous utilities which exist, T & S Construction is using steel sheat pits shoring for the excavation. These factors make it impos- sible to complete our work while the road is open ,and assure *pbldli.c safety. As always, we will continua to make provisions for emergency vehicles if our request is granted. We regret the inconvenience inflicted upon your constituent$ by this construction activity. This inconvenience is an unfortunate con- sequence of underground construction within the public right of way and is beyond the control of T & S Construction. We have worked closely on a personal level with many of the residents along Sunset Road to mitigate construction impacts. Thank you for considering our request.
