SUBJECT:Eliminating Plastics from Landfill Disposal
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
That the .Board of Supervisors of Contra Costa County adopt the following
recommendations to reduce and/or eliminate the disposal of plastics in Contra
Costa County's solid waste landfills:
1. Directs the Director of the Community Development Department to
develop a list of the different types of plastics and plastic
materials on a sliding scale from easiest to recycle to most
difficult to recycle.
2. Directs the Director of the Community Development Department to
accept additional responses to the RFP/RFQ for recycling PET and
HDPE for a period of one month. The Community Development
Department is authorized to negotiate a two year contract with an
appropriate responding entity(ies).
3. Directs the Director of the Community Development Department to
develop a time line to work in conjunction with the sliding scale
referenced in recommendation number one to develop curbside and/or
drop off programs and to develop markets for recyclable plastics.
4. Directs the County Administrator to ensure that contact is initiated
with the cities and special districts in the county which have local
jurisdiction over solid waste , issues to encourage a cooperative
approach to implementing the phase out of plastics disposal at solid
waste landfills.

The Board adopted the above recommendations with the following
amendments as requested by Supervisor Powers:
The subject line be changed to read: "Diverting Plastics from
Landfill Disposal" .
The last paragraph of the background be changed to read: "This
Board order begins the orderly implementation of that Board directive
by requiring identification and ranking of types -of plastics in the
waste stream, establishing a time line for the recycling, source
reduction and/or other means of diversion of certain type of plastics
from the county' s landfills, and authorizing an RFP/RFQ for collection
and/or disposal of PET/HDPE/LDPE.

RECOMMENDATIONS (cont. ):
5. Direct the County Administrator and the Community Development
Director to negotiate with cities, franchisees and garbage
collectors to establish a coordinated decision-making body to sign
a short-term (approximately 2 years) contract with a firm(s) for
recycling PET and HDPE.
6. Direct the Director of the Community Development Department to
explore options for collecting and recycling LDPE and to report back
to the Plastics Task Force.
BACKGROUND:
Plastics currently account for approximately eight percent by weight and
twenty percent by volume of the county's solid waste stream. Last year, the
Board of Supervisors declared that plastics should be recycled and not disposed
of in landfills. The Board formed the Plastics Task Force to help develop policy
recommendations relating to the implementation of Board policy.
The Board of Supervisors acknowledges the many accomplishments of the
Plastics Task Force. To date, the Plastics Task Force has proved instrumental
in establishing a pilot recycling program in Walnut Creek and in local schools.
This Board order begins the orderly implementation of that Board directive
by requiring identification and ranking of types of plastics in the waste steam,
establishing a time line for the phase out of certain types of plastics, and
authorizing and RFP/RFQ for collection and/or disposal of PET/HDPE/LDPE. '
