SUBJECT: Deer Valley/Briones Valley Road Improvements
The Board received the attached report dated November 6,
1990 from J. Michael Walford, Public Works Director, relative to
requirements for road improvements along the frontage of Deer
Valley Road and Briones Valley Road in East County.
Lucia Albers, 1400 Deer Valley Road, Brentwood, appeared
before the Board and requested a waiver of the deferred improvement
agreement for Minor Subdivision MS 150-80, stating that the
requirement had not been imposed on any other subdivision in the
area.
J. Michael Walford, Public Works Director, noted that
his department had been directed by Board Order in 1984 to not
require frontage improvements or deferred improvement agreements
along Deer Valley Road and that that policy is still in effect. He
commented on the growth in the area within the Cities of Antioch
and Brentwood that has added a great deal of traffic on what is
currently a very narrow twisting two lane road.
Supervisor Tom Torlakson agreed with the need for road
improvements but questioned requiring only one developer to fund
such improvements.
After discussion by Board members, IT IS ORDERED that
the matter is REFERRED to the Transportation Committee for review.
IT IS FURTHER ORDERED that the Public Works Director is
REQUESTED to review the County-wide requirements for deferred
improvement agreements.

SUBJECT: Deer Valley Road and Briones Valley Road Improvements
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
Direct the Public Works Department and the Community Development Department to
recommend and require developers along Deer Valley Road and Briones Valley Road to provide
for road improvements along the frontage of these roads as.development occurs in the area.
II. Financial Impact:
The County may ultimately incur the burden of improving portions of Deer Valley Road and
Briones Valley Road if developers are not required to provide for these improvements as
development occurs in the area.
III. Reasons for Recommendations and Background:
On January 17, 1984, the Board eliminated road improvement conditions placed by Public
Works for Subdivision 6355 and a requirement for road improvements along Deer Valley Road
under a deferred improvement agreement.
The Public Works Director was requested to review the County Road policy to explore the
feasibility of a Benefit Assessment District or some other plan other than using frontage for
spreading costs to fund road improvements needed along Deer Valley Road and Briones Valley
Road. The Public Works Director was also requested to review the consistency of how County
policy has been applied in the Deer Valley/East County area, particularly with respect to its
January 12, 1984 staff report, and was further requested to meet with the applicant and the
Director of Planning to discuss the same.

As a result of this Board direction, developments have been approved in this area without
requirements to construct road improvements nor execute deferred improvement agreements.
Much of the area has been subdivided to five acre parcels, which is the smallest parcel size
allowed under the current zoning. This is the only area in East County where interim road
improvements or deferred improvement agreements are not required on five acre lot
subdivisions.
Deer Valley Road is a narrow two lane road. Antioch is developing large blocks of land to the
north that will result in increased traffic on Deer Valley Road. Deer Valley Road is ultimately
planned to be a four lane facility but there is now a need for a good two lane facility built to
modern standards. Potential traffic on Deer Valley Road is much greater today than in 1984.
Developments in this area should be conditioned to construct 16 feet half width pavement
widening on their frontage and execute a deferred improvement agreement for the frontage
improvements. The pavement widening is a safety improvement which will eventually provide
for a 32 foot wide road with two travel lanes and paved shoulders for bicycles.
If the Board feels the deferred improvement agreement places too much of a burden on the
property, an agreement to join an assessment district to construct the frontage improvements
could be considered.
IV. Consequences of Negative Action:
Deer Valley Road and Briones Valley Road may not be improved to handle traffic anticipated in
the area in a timely manner. More traffic congestion and traffic conflicts may result from this
action.
