MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: November 6, 1990 !'- SUBJECT: Approve the First Amendment to the Joint Exercise of Powers Agreement for Route Adoption of the Delta Expressway. SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: Approve the First Amendment to the Joint Exercise of Powers Agreement for Route Adoption of the Delta Expressway which extends the Delta Expressway Project limits southerly to the north end of the Contra Costa Water District's Vasco Road Relocation Project. II. Financial Impact: The Joint Exercise of Powers Agreement called for environmental and alignment studies with a total budget of $500,000. This amendment raises the budget for work covered by the Agreement by $290,000 to a total of $790,000 of which the County's share is $334,100 (42%). County funds are provided from the adopted Area of Benefit fees. III. Reasons for Recommendations and Background: The County and the cities of Brentwood and Antioch have entered into a Joint Exercise of Powers Agreement which provides for preparation of a precise alignment and environmental review for the Delta Expressway. This was a logical progression in the implementation of the East County Corridor. The limits of the project were from the SR4/160 interchange in Antioch to the south of Brentwood. Since the time of adoption of the Agreement the Contra Costa Water District has adopted the "Modified County Line Alignment"for the relocation of Vasco Road. Reasons for Recommendations and Background: (Cont.) northerly terminus of this alignment is now at Walnut Blvd. one mile north of Camino Diablo, on the alignment of the East County Corridor. In addition the City of Brentwood has begun general plan studies of the lands to the south and west of the city. This includes lands which are along the adopted East County Corridor but south of the scope of the current JEPA. With these changes the inclusion of this missing link is feasible and necessary in the scope of work of the Bypass Authority. The amendment modifies the scope of the JEPA to include the southerly extension of the Delta Expressway in the scope of work. This section of the roadway can now be included in the environmental and preliminary engineering process underway for the Delta Expressway. IV. Consequences of Negative Action: If the Amendment is not approved, planning for the Delta Expressway will not be comprehensive. It will not reflect changes in the Vasco Road Realignment project and land use changes contemplated in the Brentwood area.
