Reaffirm the 1987 endorsement from the Chiefs ' of Police Association regarding the need for increased countywide enforcement of the County and State requirements that loads of trash be fully covered to prevent material from dropping or being blown onto the streets and highways, 2. Request the Sheriff-Coroner to issue press releases each Spring when traffic to the dump is likely to increase, reminding the general public of the need to have all such loads covered. 3 . Request the Sheriff-Coroner to provide training to patrol officers on the need to be alert for violations of the covered load requirements in an effort to increase enforcement efforts by them. 4. Refer to the County Administrator the issue of specific covered load enforcement programs with a view to establishing such programs as a part of the overall code compliance program. 5. Request the Solid Waste Commission, in the Spring of 1990, to reenforce with the cities in the County to need for the cities to strictly enforce the covered load requirement found in Vehicle Code Section 23115. 6. Remove this item as a referral to our Committee. On November 13 , 1989 our Committee met with the Sheriff-Coroner and members of his staff and reviewed the attached report. Because of- budget constraints the Sheriff-Coroner has not been able to undertake an intensive enforcement program in this area since he lost the volunteer services of a Level I Reserve Deputy who patrolled the entrance to the dump sites and issued warnings and citations. However, the Sheriff has made several recommendations for action which will help to remind the general public of the need to cover loads of trash and we endorse those recommendations. We are also asking the Solid Waste Commission next Spring to remind the cities of the need to do their part to enforce this requirement. We are also asking the County Administrator, as a part of the overall effort to intensify our code enforcement programs, to consider the need for an intensified enforcement program in this area as well. Ru ssistant Sheriff The Board's Internal Operations Committee, on September 25, 1989, requested advice from this Department relative to subject enforcement. The following steps have been taken to obtain compliance with the covered load requirements of Vehicle Code Section 23115 and County Ordinance Section 418-2.008. In 1987 the Sheriff solicited and received endorsement from the County Chiefs' of Police Association for increased Countywide enforcement of the two code sections. The Sheriff's Department has also cooperated with the Department of Health Services, Community Development and landfill operators in (1) issuing a press release, warning of increased enforcement efforts and ways to comply with the regulations, and (2) distributing fliers, describing ways to comply with regulations to potential violators at landfill sites. Since no additional funds were made available for a covered load enforcement program, volunteer assistance was solicited who would be able to work without the direct supervision of a full time Deputy. During 1987 and 1988, a Level I Reserve was recruited to work the approaches to landfill sites on Saturdays and Sundays. The Deputy issued warnings for the first 30 days and then citations after that. 1987 1988 Warnings 39 16 Citations 12 3 In 1989, we lost the Reserve associated with the program and a replacement has not been found. Enforcement effort was shifted to regular patrol deputies and enforcement continued on a limited basis. Action 1. Reaffirm the 1987 endorsement from the Chiefs' of Police Association. 2. Make press releases an annual event in the Spring, when traffic to the dump is likely to increase. 3. Continue efforts towards specific enforcement programs. Problems with litter and the enforcement of litter control laws and ordinances are of particular interest to this writer. The reality of our staffing levels, however, prevents litter control activities from holding a high position in our enforcement priorities. I am mildly optimistic that ongoing efforts to consolidate code enforcement efforts will dramatically improve our ability to consistently deal with littering problems. RKR:WER:mjf
