SUBJECT: REPORT ON FUTURE USE OF VETERANS' BUILDINGS IN THE COUNTY
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMEMATIONS
1. Reaffirm as Board of Supervisors ' policy that selling or
consolidating the Veterans ' Buildings is unacceptable
because the buildings have been used by the Veteran' s and
should be allowed to continue.
2. Establish the following as the responsibilities of the
managers of the twelve veterans ' buildings:
A. To disseminate information/communications from the
County to the various organizations using the
buildings.
B. Solicit input from the veterans ' organizations
regarding the concerns, problems and ideas they wish to
convey to the County.
C. Relay information from the veterans ' organizations to
the County.
D. Utilize the Lease Management Division of the General
Services Department as the principal vehicle of
communication between the County and the veterans '
organizations in regard to the condition and use of the
veterans ' buildings.
3 . Request the Director of General Services to do everything
within his power to improve the response time to building
managers regarding their inquiries on problems and issues
with the veterans ' buildings.

4. Encourage the Director of General Services to continue his
policy of having staff from the Lease Management Division
meet with the individual managers of the veterans' buildings
on an "as needed basis" to enhance the communications
process.
5. Request the Director of General Services and Veterans
Service Officer to share information with the building
managers regarding possible block grants or other funding
sources available for the maintenance and restoration of the
veterans ' buildings.
6. Request County Counsel to determine whether the Board of
Supervisors has the authority on its own motion to place on
the ballot a measure asking the voters whether they wish to
create a Veterans Memorial District which would have the
power to impose a tax on the residents of the County and
report his findings to the Board of Supervisors.
7. If County Counsel concludes that the Board of Supervisors
does not have the authority on its own motion to place the
matter of creating a Veterans Memorial District on the
ballot, encourage the various veterans organizations in the
County to consider circulating petitions to place such a
measure on the ballot in order to provide for the future
maintenance of the veterans buildings.
8. Request the Director of General Services and the County' s
Risk Manager to consult with the managers of the veterans
buildings regarding possible options which might be
available for the provision of liability insurance for the
veterans buildings.
9. Request the Director of General Services and County Counsel
to review existing lease agreements for obsolete or
difficult to understand terminology and either assist in
explaining such terminology to building managers or agree to
revise the lease agreements in order to clarify terminology
which may be in question.
10 . Request the Director of General Services and the managers of
the veterans buildings to jointly develop short-term and
long-term objectives ' addressing property and maintenance
issues for each building and to develop a schedule to
achieve these objectives within existing resources or using
new sources of dedicated revenue, such as revenue from a
Veterans ' Memorial District.
11 . Request the Veterans Service Officer to explore with the
veterans organizations in the County possible options for
financing repairs and maintenance of veterans buildings and
report his findings and recommendations to the Board of
Supervisors if and as circumstances dictate such a report.
12 . Remove this item as a referral to our Committee.
BACKGROUND:
On August 1, 1989 the Board of Supervisors referred to our
Committee the Report of the Task Force on Future Use of Veterans'
Buildings which had been created in response to the
recommendations of the 1987-88 Grand Jury on this subject.

On November 13 , 1989 our Committee met with the County's Veterans
Service Officer, staff from the General Services Department,
County Administrator' s Office and County Counsel' s Office and
representatives from a number .of veterans organizations in the
County. Mr. Villalba, our Veterans Service Officer, reviewed the
findings of the Task Force and some of the other concerns which
were voiced by the Task Force.
Our Committee also heard comments from several representatives of
veterans organizations regarding their concerns.
Our Committee is in full support of the concept of a Veterans
Memorial District which could be created by the voters and
charged with the responsibility to maintain the veterans
buildings in the County. We are unclear about whether the Board
of Supervisors could put such a measure on the ballot itself or
whether such a proposal must be done by petition from the voters.
We are interested in having the Board of Supervisors place such a
measure on the ballot if the Board is able to do so in order to
save the veterans organizations from the trouble of gathering the
requisite signatures. We have, therefore, asked the County
Counsel to advise the Board on this question.
We emphasized to the veterans organizations that the County is
not in a position to devote any additional general fund money to
the repair and maintenance of the veterans buildings and that
some other alternatives must be sought to finance their continued
repair and maintenance.
Our Committee believes that the recommendations (findings) made
by the Task Force are entirely appropriate and we are, therefore,
repeating them herein as recommendations for action by the Board
of Supervisors.
