Rydingsword Costa Director s o: County DATE: oosTq co----- November 8, 1989 SUBJECT: $25, 000 FOR HOMELESS ASSISTANCE REVOLVING FUND SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Accept recommendation from Family and Children's Trust Committee (FACT) and authorize allocation of $25, 000 from the Adler Trust Fund for use with parents and/or adults with children served by Shelter, Inc. 's Homeless Assistance Revolving Fund; and, Authorize $23 , 000 of these funds to be reimbursed to the Social Service Department for the advance made to Shelter, Inc. and the remaining $2 , 000 to be paid directly to Shelter, Inc. as outlined. FINANCIAL IMPACT: The Ann Adler Trust Fund currently contains $130, 000 in voluntary contributions from taxpayers. $100, 000 was allocated as part of the 18-month RFP now in process. On the basis that FACT, in its September meeting, had discussed allocating funds for Homeless families to Shelter, Inc. , the Social Service Department advanced $23 , 000 to Shelter, Inc. ' s Homeless Assistance Revolving Fund. These funds were not included as part of the Social Service FY89-90 budget. The reimbursement from the Adler Trust will bring the Department's budget back to the FY89-90 authorized level. The Board APPROVED an allocation of $25,000 from the Ann Adler Trust Fund to Shelter Ines Homeless Assistance Revolving Fund, and REQUESTED the Finance Committee to review allocation of remaining funds from the Rancho Paraiso Devel- oper's contribution to the Homeless Revolving Fund. The Board also REQUESTED the Finance Committee to review funding issues relative to the entire homeless program. By June 1989 the Trust contained $130, 000. The Family and Children's Trust Committee while extending all AB1733 and AB2994 contracts also began discussing various ways to allocate the Adler Trust monies. FACT's discussion on use of the Adler Trust centered on two areas -- first, using a large portion as match-monies with the AB2994 and AB1733 monies, and second, setting aside a portion of the Adler Funds for one-time-only or emergency needs of non-profit organizations. Due to time constraints in preparing the AB2994 RFP, FACT did not have time to develop a process for one-time-only or emergency need allocations of the Adler Trust funds. In September, FACT discussed allocating Adler Trust money to Shelter, Inc. 's Homeless Assistance Revolving Fund. As a result, homeless assistance was not included as a service need in the current RFP even though such assistance is a clear need in the County. At the November 6th meeting, FACT unanimously voted to allocate $25, 000 from the Adler Trust to parents and/or adults with children served by the Homeless Assistance Revolving Fund of Shelter, Inc. ; $23, 000 was recommended for reimbursement to the Social Service Department for its earlier advance to Shelter, Inc. , and $2, 000 was to be paid directly to Shelter, Inc. While concerns over not requiring and RFP for homeless assistance were expressed by guests at the FACT meeting, FACT sees homelessness as a critical issue for families and children. To respond to the concerns, FACT voted to freeze spending Adler Trust monies, in excess of the $200, 000 allocated to the RFP, until a process is developed for such allocations.
