Spooner , Contracts Administrato Costa DATE: November 15, 1989 County Approval of Novation Contract #24-754-15 with Alcoho and Drug SUBJECT: Abuse Council of Contra Costa , Inc. for Alcoholism Program Services SPECIFIC REQUEST(S) OR RECOMMENDATION(S) 8c BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION : Approve and authorize the Health Services Director or his designee , ( Stuart McCullough) to execute on behalf of the County , Novation Contract 4424-754-15 with Alcohol and Drug Abuse Council of Contra Costa , Inc . , upon approval of the contract document by the County Administrator or his designee , in the amount of $222 , 900 for the two-year period from July 1 , 1989 through June 30 , 1991 for provision of alcoholism program ser- vices . This document includes a six-month automatic contract extension from June 30 , 1991 through December 31 , 1991 in the amount of $43 , 225. This contract is for a two-year term in accordance with the policy of the Board of ' Supervisors established June 27 , 1989 for Contracts with Nonprofit Agencies . II . FINANCIAL IMPACT : This contract is funded in the Health Services Department Budget forFiscal Year 1989-90 (Org. 445915) and is financed over the two-year period by Federal "Unmet Needs" Block Grant Funds (one-time-only) , Federal "Friday Night Live" Block Grant Funds , Local SB 920 Fine Collections , State Alcohol Program Allocation , and County Funding , estimated for each fiscal year , as follows : FUNDING SOURCE FY 1989-90 FY 1990-91 Federal "Unmet Needs" Grant $ 50 , 000 $ -0- Federal "FNL" Block Grant 15 , 000 15 , 000 SB 920 Fines 36 , 000 36 , 000 State Alcohol Program Allocation 14 , 324 14 , 324 County Funds 21 , 126 21 , 126 PAYMENT LIMITS $136 , 450 $ 86 , 450 Compared to the FY 1988-89 contract , the FY 1989-90 payment limit shows a $9 ,000 reduction in Federal "FNL" Block G1ant Funds (i . e. , the ending of one-time-only FY 1987-88 Rollover Funds) and a ' $50 , 000 increase due to the new one-time-only Federal "Unmet Needs" Block Grant Funds . Novation Contract #24-754-15 Board Order Page 2 The two fiscal year payment limits set forth above do not include any cost-of-living increases for Fiscal Year 1989-90 or Fiscal Year 1990-91 . In the event that the Board of Supervisors authorizes a cost-of-living adjustment expressly for this contract before December 31 , the fiscal year payment limits and total contract payment limit for this contract may be modified by a written Administrative Amendment executed by the contractor and the County Administrator , or his designee , to reflect any such cost-of-living increase , except that this provision shall not be construed to require agreement to any such increase . III. REASONS FOR RECOMMENDATIONS/BACKGROUND : This contractor has been providing these alcohol program ser- vices under an automatic extension of the FY 1988-89 Contract 424-754-14. Novation Contract #24-754-15 replaces the six-month automatic extension under the prior contract . Approval of this contract will allow the continued provision of alcoholism information , referral , crisis intervention , educa- tion , and prevention services , including an SB 920 Friday Night Live Progam and a Friday Night Live "Unmet Needs" Project . These contract services are a vital and important part of the County 's continuum of alcoholism program services .
