Spooner, Contracts AdministratorCOSta DATE: November 15, 1989 County SUBJECT:Approval of Contract #24-535 with San Ramon Valley Discovery, Inc. for Drug Abuse Prevention, Intervention and Treatment Services SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chairman to execute on behalf of the County, Contract #24-535 with San Ramon Valley Discovery, Inc. in the amount of $115,975 for the period November 1, 1989 through June 30, 1991 for the provision of drug abuse prevention, intervention, and treatment services in the San Ramon Valley. This document includes a six-month automatic Contract extension from June 30, 1991 through December 31, 1991" in the amount of $34, 793 . II. FINANCIAL IMPACT: This contract is funded by State drug abuse program funding and County funding, estimated as follows: FY 89-90 FY 90-91 Total (8 Months) (12 Months) Contract State funds $ 31,545 $ 47, 376 $ 78,921 County funds 14,845 16,945 37 , 054 Payment Limits $ 46, 390 $ 69, 585 $115,975 The 1990-91 Fiscal Year Payment Limit is subject to possible cost-of- living increase which may be authorized by the Board of Supervisors for certain Alcohol/Drug Abuse/Mental Health Division contracts through an Administrative Amendment to the Contract when executed by the Contractor and the County Administrator or his designee. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: Eighteen years ago, the County funded part of a mental health outreach program at San Ramon Valley Discovery, Inc. with the intent that this program become a County/Community partnership. As the years have progressed, this program has gained tremendous community financial support. It is now appropriate that San Ramon Valley Discovery, Inc. become a contract program rather than a County-operated one as of November 1, 1989. The Drug Program Office, Alcohol/Drug Abuse/Mental Health Division and the Drug Abuse Advisory Board all approve the actions and commend San Ramon Valley Discovery, Inc. for developing such a successful, community-based program. Contract #24-535 Board , Order Page 2 Prior to this fiscal year, these services were funded by the State mental health program and County funds. The State Department of Mental Health transferred funding for this program to the State Department of Alcohol and Drug Programs for incorporation into the County's Drug Abuse Program effective July 1, 1989. There is no financial impact resulting from this change. This contract has been approved by County Counsel 's Office.
