SUBJECT: Accept Grant Award #29-458 from the Department of Health and Human
Services for the Born Free Project
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Accept, on behalf of the County, Grant Award #29-458 from the U.S.
Department of Health and Human Services (Office of Substance Abuse
Prevention) first-year funding in the amount of $251,281 for the
period September 30, 1989 through August 31, 1990 for the Born Free
Project. Under this project, the Health Services Department will
conduct a program of substance abuse services to low-income,
pregnant and postpartum women. Subject to availability of funds
and satisfactory progress, the Grant Award recommends second, third
and fourth year funding of $280, 000 each year for the Born Free
Project. The Health Services Department was recently notified that
the project is being recommended for funding for a fifth year, but
the amount of funding for the fifth year is unknown.
II. FINANCIAL IMPACT:
Acceptance of Grant Award #29-458 will result in $251,281 of
Federal monies for first-year funding of the Born Free Project.
No County funding is required.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
The Health Services Department recently received notification from
the U. S. Department of Health and Human Services (Office of
Substance Abuse Prevention) that $251,281 of federal funding has
been granted for the Department's Born Free Project (Perinatal
Substance Abuse Intervention and Recovery Model) for the period
September 30, 1989 through August 31, 1990. The Grant Award also
recommends second, third and fourth year funding of $280, 000 per
year for the project, subject to availability of federal funds and
satisfactory progress by the project. The Department was recently
notified that the project will also be recommended for fifth year
funding.

The Born Free Project will coordinate and augment County services in
order to identify and educate substance abusing women in prenatal
clinics and in labor and on delivery, and to induce them to enter,
participate in, and remain in appropriate and accessible recovery
services. The initial target population will be women who seek
prenatal services at the three largest County-operated prenatal
clinics and women receiving labor and delivery services at Merrithew
Memorial Hospital.
As a model program, the Born Free Project will seek to demonstrate the
viability of directly integrating recovery services into the provision
of prenatal health care. The primary goals of the project are to
decrease the prevalence of substance abuse among pregnant women and
new mothers, and to increase the number of intact, recovering
families.
The Department will be requesting Board approval of five project
positions for the Born Free Project at a later date.
