SUBJECT: Support of Community-wide Public .Education Campaign to Prevent
Substance Abuse among High-risk Youth
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
That the Contra Costa County Board of Supervisors endorse and fully
support the development and implementation of a proposed culturally
appropriate public awareness campaign against drug abuse targeting
high-risk youth from late elementary through high school grades in West
County.
BACKGROUND:
A major collaborative effort is being developed in West Contra Costa
County that would mount a long-term, intensive, community-wide public
education campaign to prevent and reduce drug abuse among high-risk
youth.
This proposal is being initiated by Kaiser Permanente's Division of
Research and the University of California at Berkeley's Institute for
the Study of Social Change. It will involve a broad range of agencies
and organizations, including the Richmond Unified School District, the
Contra Costa County Health Department, Porter Novelli [an international
marketing / communications firm] , City of Richmond, organized labor,
industry, media, churches and community organizations.
This "community mobilization model" for drug abuse prevention is based
on the successful "Richmond Quits Smoking" project. The model is
culturally relevant and has a significant degree of youth involvement in
both its development and implementation.
