SUBJECT: REQUEST FOR REPORT ON SHERIFFS DEPARTMENT FUNDING
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
Recommendation:
That the County Administrator and Sheriff report on the funding
priorities of the Sheriff 's Department relating to the "drug war" .
Background:
Reference is made to the attached letter from the Contra Costa
County Police Chiefs ' Association Concerning proposed cuts in the
Sheriff's Department Criminalistics Laboratory personnel which will
impact the ability to analyze drugs; and to the recent concerns
raised by the Board of Supervisors regarding cuts in resources
available to the Clean Streets Program.

EAST BAY REGIONAL It has been brought to our attention that there are
PARK DISTRICT plans to cut two positions from the ShsriffIa Department
ELCERRITO Criminalistics Laboratory. Members of the County Police
HERCULES Chief$ ' Association are collectively disappointed to here
KENSINGTON of these plans which we feel will significantly slash the
MARTINEZ Sheriff ' s Department drug testing services . We

RICHMOND Our members recognize that the Board of Supervisors
SAN PABLO must make difficult budgetary decisions as rising service
SHERIFF demands outstrip limited resources . Now, however, as we
WALNUT CREEK begin to take our first concerted steps in the proclaimed
"war against drugs " is not the time to reduce the
Sheriff ' s Criminalistics Laboratory' s resources and
abilities to analyze drugs.
Enforcement success in battling this epidemic of drug
abuse is dependent on a total and coordinated team effort.
This effort may begin with an alert arrest by a beat
officer and end with a well prepared deputy district
attorney obtaining a conviction, but the process of arrest
to conviction is only possible after a lab technician has
completed the required chemical analysis. The Sheriff's
= Criminalistics Laboratory is a vital and necessary link
in our enforcement team efforts to impact drug abuse. =

The Contra Costa County Police Chiefs' Association urgently
requests your assistance and cooperation in providing the Sheriff's
Department with the resources needed to, at the very least,
maintain current levels of laboratory services.
