Approve the concept and need for an abandoned vehicle abatement program (AVAP). 2. Approve consolidation of AVAP in the Sheriff-Coroner's Department. 3. Approve and authorize the transfer of a Career Development Worker and Clerk(Senior Level)with associated P-300's from the Building Inspection Department to the Sheriff-Coroner's Department. 4. Approve and authorize the transfer of necessary funding and associated appropriation adjustment from the Building Inspection Department to the Sheriff-Coroner's Department to support salaries of said transferred personnel. 5. Approve and authorize the Building Inspection Department to provide funding for necessary support mechanisms to adequately operate the field operations of the AVAP. 6. Direct the Sheriff-Coroner to report on the AVAP operations status at the January 23,1990 meeting of the Board. 7. Request that the Sheriff-Coroner direct his staff to establish a separate fund for the sole purpose of operating an AVAP. 8. Approve and direct that the Sheriff-Coroner provide a report regarding further funding of the AVAP operation during the budget hearings for fiscal year 1990-91. The County Administrator's Office has held several meetings with county departments in an effort to create a more responsive and coordinated code enforcement and violation abatement system. Recently in meetings led by the County Administrator's Office,staff from the Building Inspection and Sheriff-Coroner Departments discussed this issue. Primary focus of these particular meetings was development of a more efficient and effective abandoned vehicle abatement program (AVAP). Upon review of the present AVAP effort, there appears to be a general consensus that combining the two department's operations would be the best way to strengthen the program. In Contra Costa County abandoned vehicle abatement continues as a problem on both public and private roadways. On public roads, the California Highway Patrol has primary responsibility. However, with one (1) employee assigned to this task with our County, their attention to abatement action is limited. Within our own County operation,the AVAP is administered by one (1)person, a Career Development worker and partially supported by a clerical position. In conjunction with the aforementioned the Sheriff's Patrol Division has taken an active effort in the abatement of vehicles. While not a primary task of the Sheriff's Department; because of high visibility in county communities and unincorporated areas, Sheriff's staff are frequently called upon to resolve abandoned vehicle problems. The combined efforts have had a positive impact. Following are figures on removal of vehicles which illustrate this point. East County 160-200 Central County 100-140 460-600 TOTAL VEHICLES January 1. 1989 to October 1989 In the last 24 months,the aforementioned 3 agencies have dealt with approximately 4,400 vehicles in a variety of abandoned vehicle efforts. This is substantial progress made in dealing with a major and continuing issue. Final resolution will remain elusive because abandoned vehicles will be a continuing problem and there is no real ability to totally correct vehicle abandonment at this time in the County. However, by combining the County's present efforts within the Sheriff's Department, hopefully, in the near future any backlog of vehicles will be removed as well as program development which addresses citizen awareness,prevention and prompter response for abandoned vehicle removal. These recommendations offer an avenue towards the eventual control of abandoned vehicles and securing its place as a component of full response code enforcement and violation abatement action in the County.
