FINANCIAL IMPACT None. REASONS FOR RECOMMENDATION%BACKGROUND Section 25135 . 8 of the Health and Safety Code states that each county which has received funds pursuant to this section for the development of a hazardous waste management plan shall provide the State Department of Health Services with an expenditure report which has been certified by the governing board of the County. The attached expenditure report includes the information requested by the State Department of Health Services. Timesheets were maintained by Community Development Department (CDD) employees working on the development of the County Hazardous Waste Management Plan. Other County Departments submitted quarterly reports to the CDD. 2. Funds used in the development of the Hazardous Waste Management Plan were maintained in the Hazardous Waste account (account number: 8109-0287- 00003-Control: 0200) . The account was maintained by the Contra Costa County Community Development Department (refer to Mr. Ron deVincenzi at (415) 646-2038) . 3. A description of all tasks related to the Plan development and the identification of the number of personnel years or full-time equivalence: charged to the project: A. Tasks related to the Hazardous Waste Management Plan development: 1. Pre-Workplan Tasks: These tasks include establishing the Advisory Committee and assisting the consultant in the preparation of the workplan. This category represents cost incurred to obtain the appointments of Committee members, to organize the work of the Committee with respect to the development of the Plan, and to provide staff support to the Committee in matters related to the development of the Plan (primarily the development of the workplan) . This category also includes assisting the consultant in the preparation of the workplan, supervising the consultant's progress, reviewing workplan drafts, and finalizing the workplan for submittal to the Advisory Committee. 2. Preparation of Workplan: Contra Costa County contracted with Morrel and Associates for the preparation of a workplan for the development of the County Hazardous Waste Management Plan. 3. Preparation of Draft Plan: The Plan .was prepared according to the workplan developed for Contra Costa County. Public Participation: In accordance with AB 2948, Contra Costa County undertook an extensive public participation/education program during the development of the County Plan. The Public Health Division of the County Health Services Department was given the responsibility for all public part icipation/education elements of the workplan. Specific tasks of the public participation/education program are available upon request. 4. 5. Environmental Impact Report: A Program Environmental Impact Report for the Plan was prepared by EIP Consultants. Their tasks include: a. Meet with County staff to refine alternatives and scope of issues; b. Data collection; C. Issues analysis; d. Prepare Administrative Draft EIR; e. Prepare Draft EIR; f. Attend public hearings; and Documentation of their scope of work, contract, schedule of submissions, and payment schedule are available upon request. 6. EIR Supervision: Contra Costa County supervised the preparation of the EIR. The tasks include: a. Provide data to EIR consultant to prepare Administrative Draft EIR (ADEIR) ; b. Review ADEIR and submit comments; C. Distribute Draft EIR and notices; d. Review comments and responses to DEIR with consultant; e. Prepare Subsequent Draft EIR; f. Prepare response document; g. Distribute Final EIR and notices; and h. EIR contract administration. 7. Prepare Final Plan: Preparing the Final Plan includes the following tasks: a. Discuss unresolved planning issues with Commission; b. Hearings on Draft Plan and Draft EIR; C. Attend community meetings; d. Incorporate comments and responses in the Final Plan; and e. Final Plan review by the Hazardous Materials Commission and the Board of Supervisors. 8. Solicit City Approval of Plan: Tasks include attending meetings with city staff and attending city hearings. 9. Incorporate Plan into General Plan: This task includes incorporating the Plan into the County General Plan, as well as providing guidance to cities concerning their action on the Final Plan. 5. B. Identification of the Number of Personnel Years Charged to the Project: The following departments provided staff for this project: Community Development, Consolidated Fire, Health Services, County Administrator's Office and County Counsel. Staff hours expended on this project = 9,374 *Personnel Years expended on this project = 5.36 *Assumption: 1,750 hours = 1 Personnel Year - Personnel time expended by the consultants in preparing the workplan and the Environmental Impact Report may be provided if requested. CERTIFICATION: I certify that the above expenditure report and all attachments hereto is an accurate representation of the funds received from the Hazardous Waste Planning sub-account and used for the development of the County Hazardous Waste Management Plan, and is supported by auditable accounting records maintained in conformity with the Accounting Standards and Procedures for Counties issued by the Office of the State Controller.
