These contracts include a standard provision for a six-month automatic contract extension from June 30 , 1991 through December 31 , 1991 . These Novation Contracts are for a two—year term in accordance with the policy of the Board of Supervisors established June 27 , 1989 for Contracts with Nonprofit Agencies . FINANCIAL IMPACT : These contracts are funded in the Health Services Department Budget for Fiscal Year 1989-90 (Org . #5952 and 5978 ) and are financed by the same general levels of Federal Block Grant Funds , State Mental Health Short-Doyle Program Funds , and County Funds . The two fiscal ,year payment limits set forth above do not include any cost-of-living increases for Fiscal Year 1989-90 or Fiscal Year 1990-91 . In the event that the Board of Supervisors authorizes a cost-of-living adjustment expressly for these contracts before December 31 , the fiscal year payment limits and total contract payment limit for each contract may be modified by a written Administrative Amendment executed by each contractor and the County Administrator , or his designee , to reflect any such cost-of- living increase , except that this provision shall not be construed to require agreement to any such increase . Furthermore , the contract documents include a provision which terminates each contract without notice for the 1990-91 fiscal year if the federal funding for each contract ceases and which makes each contract valid and enforceable only if sufficient funds are made available by the State Budget Act for Fiscal Year 1990-91 for the purposes of each contract program. III . REASONS FOR RECOMMENDATIONS/BACKGROUND : These contractors have been operating these same contract programs for the County continuously for many years . These mental health program services continue to be a vital and important part of the County ' s continuum of care for County residents with problems of emotional and mental illness , including mental health information , consultation , education and outpatient counseling services for Spanish-speaking residents in West County (Familias Unidas Counseling Center ) ; infant outreach and transitional services for pre- school children in West County; preschool mental health outreach teams in East County and West County; and on-site mental health counseling services in selected junior high schools in the Richmond Unified School District for emo- tionally and behaviorally disturbed youth . These contractors have been providing these program services under an automatic extension of the FY 1988-89 contracts . The recommended Novation Contracts replace the six-month automatic extension under the prior contracts .
