Spooner, Contracts Administrato Costa DATE: Octoter 30, 1989 County ILy SUBJECT: Approval of Contract Amendment Agreement #24-301-19 with Center for Human Development (Youth Educator Program) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chairman to execute on behalf of the County, Contract Amendment Agreement #24-301-19 with Center for Human Develop- ment to continue the School-Community Primary Prevention Program (Youth Educators) and the High-Risk Youth Educator Program. This amendment extends Contract #24-301-18 for three additional months from October 31, 1989 through January 31, 1990 and increases the payment limit by $22,968 for the three-month term. II. FINANCIAL IMPACT: This contract is expected to be funded by State and Federal funds through a contract with the State. No County matching funds will be required. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: On January 31, 1989 the Board approved Contract #24-301-18 with Center for Human Development for the School-Community Primary Prevention Program (Youth Educators) and the High-Risk Youth Educator Program. These services are funded by the State through Contract #29-435-14. The State Department of Alcohol and Drug Programs has notified the Health Services Department that it intends to extend its contract with the County. However, the State is unable to submit the contract extension documents to the County prior to October 31, 1989, the expiration date of Contract #24-301-18 between the County and the Center for Human Development. In order for the Center for Human Development to continue providing services during this period, until the State documents arrive and County can execute a new contract with the contractor, it is necessary to add a three-month extension to the current contract with Center for Human Development. The document has been approved by the Department's Contracts and Grants Administrator in accordance with the guidelines approved by the Board's Order of December 1, 1981 (Guidelines for contract preparation and processing, Health Services Department) .
