Request the Health Services Director to assign staff or consulting time to prepare a West County Drug & Alcohol Action Plan in at least outline form to present to the Regional Education Conference on November 28. 2. Request the Health Services Director to complete work on the East County Drug & Alcohol Action Plan by November 15, 1989. 3 . Request the Health Services Director and County Administrator to combine the West County, East County and Central County Drug & Alcohol Action Plans into a draft County-wide Drug & Alcohol Action Plan and present it to the Internal Operations Committee on December 4, 1989 at 8: 30 A.M. This County-wide draft Action Plan should use generally the same format as the Central County Action Plan, identifying areas in which the community can take action in the areas of prevention/education, treatment/intervention and law enforcement. 4. Request the Health Services Director, in planning the County-wide Drug & Alcohol Conference to plan an all day conference (perhaps running 10:00 A.M. to 5 : 00 P.M. ) plus an evening session which would focus on attendance by students and parents either the evening of the conference or the preceding evening. It is strongly suggested that the conference be planned for the Sheraton Hotel in Concord for either January 31, 1990 or February 1, 1990. Suggest that the issue of a Media Committee be included on the agenda for the first meeting of the Action Plan Advisory Committee on November 7, 1989 and that the Health Services Director plan to have a panel on the media at the County-wide Conference. 6. Remove as referrals to our Committee the following items, leaving on referral to our Committee those items contained in the Board' s Order of October 3 , 1989 on this subject: A. February 28 , 1989 - responsibility to follow-up on the recommendations of Drug Summit I . B. March 7 , 1989 - referral of a letter from the Chairman of Opportunity West offering the services of Opportunity West to assist in following up on the recommendations of Drug Summit I . C. March 14, 1989 - development of an action plan for the War on Drugs in Contra Costa County. D. April 25, 1989 - follow-up to the recommendations from Alcohol Summit I . BACKGROUND: On October 10, 1989 the Board of Supervisors assigned the responsibility to oversee the planning for a County-wide Drug & Alcohol Conference to the Internal Operations Committee along with the responsibility to prepare a County-wide Drug & Alcohol Action Plan to be presented at the Conference. On October 23 , 1989 our Committee met with staff from the Health Services Department to review planning to date and provide additional direction to the staff in the preparation of documents,' for the Conference. In this regard we reviewed the two attached memos from the Health Services Department. Because of the need to insure that a West County Action Plan is ready in at least preliminary form to present to the Regional Education Conference which is being held in Richmond on November 28-29and 30, it is necessary to move quickly to complete work on the West County Plan. We are also asking that all of the Regional plans be combined into a draft County-wide Action Plan which our Committee can review on December 4, 1989. Finally, in order to accommodate the needs of those who cannot necessarily attend a daytime Conference we are asking that the Health Services Department include in their planning an evening session which will focus particularly on the needs of students and parents. This evening session should be held in conjunction with the daytime conference, either the evening before the Conference or the evening of the Conference. REVIEW COMMITTEE• To ensure that the Department is responsive to those assignments and to any future assignments your Board makes and to ensure that decisions related to the January 1990 Conference or to the Action Plan to be considered at that conference are consistent with Health Services Department's Drug and Alcohol programs and policies, I have established an Internal Review Committee. This committee, which I will chair, will closely monitor conference planning and development of the Action Plan. In addition to myself, committee members are Chuck Deutschman, Jerry Nava, Eileen Lynch, Sheri Cramer, and Lorna Bastian. I have also asked Claude Van Marter to sit in on these meetings . During our weekly meetings, decisions and staff assignments will be made to accomplish the following: o Formation of the January 1990 Conference Planning Committee. o Appointment of one or two representatives of the Drug and Alcohol programs to attend both the Planning Committee and Action Plan Advisory Committee meetings . A-345 (11/87) . a -2- 0 Provide staff support to the Planing Committee, including site and speakers arrangements, program planning and all other activity related to holding a conference. o Prepare and review of the Action Plan draft document (a composite of the regional plans ) which will be considered by the participants of the January conference. ACTIONS TO-DATE: To-date, the Review Committee has begun to contact potential members for the Planning Committee. We expect that Committee to be established within a week to 10 days . We have also investigated availability of various sites in the Central County area. The question has been raised regarding holding the Conference during the week, rather than on a Saturday. Several businesses and providers have expressed a preference for a weekday. Turnout for the past Drug and Alcohol conferences would suggest that more people would attend during the week. This issue must be resolved soon, it affects the availability of certain sites . STAFF: As you are well aware, conferences of the magnitude and frequency of the past year have required a significant commitment of Health Services Department staff time. Of course, we recognize that as the Department with the responsibility for planning and managing the County's Drug and Alcohol programs, it is appropriate for us to take the lead in planning conferences and drafting the composite Action Plan document. Because staff from both these programs are already absorbing increased workloads from program expansion (new grants, increased funding, etc. ) , and the alcohol tax issue, I have authorized a short term contract for one person to assist in the Drug and Alcohol Conference activities . If the workload should justify it in the future, I will approve another short term contract. Again, these will be contract positions for a short duration with the sole purpose of meeting our responsibilities as directed by your Board Order of October 3rd.
