SUBJECT: REPORT ON JURISDICTIONS WHICH DO AND DO NOT HAVE MANDATORY
GARBAGE SUBSCRIPTION ORDINANCES IN PLACE
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECONDflMATIONS
1. Request the Solid Waste Commission to write to those local
jurisdictions which have not yet adopted a mandatory garbage
subscription ordinance, according to the attached report
from the Health Services Director, and request that they do
so or advise the Commission why they have declined to do so.
2. Request the County Administrator to schedule time on a
future agenda for our Committee for the Sheriff to report to
us on steps which have been taken or can be taken to
increase enforcement of laws requiring that all trash loads
be covered so trash is not deposited on the streets and
highways.
BACKGROUND-
For the past year we have been encouraging the cities in Contra
Costa County to each enact an ordinance which makes subscription
to garbage service mandatory. We have received periodic reports
from the Health Services Director on the status of these efforts.
Our most recent report on this subject shows that the following
jurisdictions still have not enacted such an ordinance:
City of Lafayette
City of Danville
City of Walnut Creek
City of San Ramon
Central Contra Costa Sanitary District

We are recommending that the Solid Waste Commission again contact
these jurisdictions and ask them to either adopt such an
ordinance or advise the Commission why they have declined to do
so. We are also asking the Sheriff to report to our Committee on
