1. Reaffirm the intent of the Board of Supervisors to withdraw

Martinez, effective at some time between July 1, 1990 and

3. Indicate that it is the Board' s intent to -provide dispatch
of County-governed fire district services (Bethel Island,
Byron, East Diablo, Oakley and Riverview) from Contra Costa
County Consolidated Fire District' s Communications Center,
effective at some time between July 1, 1990 and December 31,
1990.
4. Encourage the cities of Antioch, Brentwood and Pittsburg to
establish a joint powers agreement for law enforcement
dispatch and support of the East County E-911 (PSAP) using a
shared CAD/RMS System (by contract with the Sheriff ' s
Department) .
5. Indicate that it is the Board' s intent that emergency
medical dispatch for East County be provided from Contra
Costa County Consolidated Fire District' s Communications
Center, effective at some point between July 1, 1990 and
December 31, 1990 to coincide with the transfer of fire
dispatch for the East County Fire Districts.

6. Direct the County Administrator to convene one or more
meetings of the appropriate parties, including at least
Consolidated Fire District, the Sheriff-Coroner, the five
East County Fire Districts, Regional Ambulance Company and
the Communications staff from the General Services
Department to accomplish the following:
A. Agree on a realistic timetable which will provide for
the transition from DRCC to the Comm 1 and
Consolidated' s Communications Center at the earliest
possible date after June 30 , 1990 and outline such a
timetable in detail and in writing.
B. Determine in specific detail and in writing the cost of
all equipment and personnel which are needed in order
to effect the transition at the earliest possible date.
C. In these meetings with the involved parties or in
separate meetings which also include representatives
from the cities of Antioch, Pittsburg and Brentwood,
attempt to resolve what equipment should properly
remain with DRCC and which should be transferred to
either the Sheriff ' s Comm. 1 or Consolidated Fire
District' s Communications Center.
D. Identify potential sources of funding, including
offsetting savings from the current operation, for the
equipment and personnel required for the transition to
Comm. 1 and Consolidated' s Communications Center and
for ongoing operation at those locations. In addition,
indicate why capital from the 1989-90 Special District
Augmentation Fund budget was not reserved to pay for
the necessary capital expenditures for this transition.
7. Direct the County Administrator to forward a report
including the items set forth in Recommendation # 6 to the
1990 Internal Operations Committee and all other affected
agencies by January 20 , 1990 and for this purpose refer this
matter to the 1990 Internal Operations Committee, with the
understanding that upon approval of the timetable, budget
and staffing, the issue of financing the required equipment
and personnel will be referred by the 1990 Internal
Operations Committee to the 1990 Finance Committee for a
recommendation to the Board on how the necessary equipment
and personnel should be financed.
8. Request the Sheriff-Coroner to meet with our Committee on
November 13 , 1989 to discuss specific steps which can be
taken to reduce the current vacancy rate in Sheriff ' s
Dispatchers.
9. Remove the item relating to DRCC as a referral to our
Committee, leaving on referral to our Committee the issue of
the vacancy rate in the Sheriff ' s Dispatcher
classifications.
BACKGROUND:
See the attached background section from the report of the County
Administrator to our Committee dated October 18, 1989 and the
letters which are attached to that report all of which are
incorporated herein by reference.
On October 23 , 1989 our Committee met with staff from the County
Administrator' s Office, the Chiefs of the Antioch and Brentwood
Police Departments, staff from the Pittsburg Police Department,

the Sheriff-Coroner and members of his staff, the Chief of the
Consolidated Fire District and members of his staff, the Chief of
the Riverview Fire District, the Chief of the East Diablo Fire
District, the Chief of the Byron Fire District, the Director of
the General Services Department and members of his Communications
staff, a representative from Regional Ambulance Company, staff
from the Personnel Department and members of the Grand Jury.
Our Committee reviewed the attached report from the County
Administrator and received comments from all of those present who
wanted to comment on the County Administrator' s recommendations.
Sheriff Rainey indicated his general agreement with the
recommendations. Chief Maxfield indicated, as he has also done
in writing in the letter attached to the County Administrator' s
report, that July 1, 1990 was not a good time to effect the
transition to Consolidated Fire District because it is the height
of the fire season. Chief Maxfield .suggested either a phased
transition or delaying the transition until January 1, 1991.
Chief Herendeen indicated that he assumed that the County was
going to withdraw from DRCC and that the cities simply wanted
confirmation that this was the Board' s intent and confirmation of
a date by which this would be accomplished. Chief Herendeen
indicated that Antioch does not want to contract with the County
for law enforcement dispatch and will continue to operate DRCC
jointly with the cities of Pittsburg and Brentwood. Chief Frank
from Brentwood concurred with Chief Herendeen' s comments. Chief
Herendeen indicated that it was his understanding that the
agreement establishing DRCC provided that if one party withdrew
from DRCC that they would leave their equipment and that he
therefore expected that the County would leave its equipment
behind. Chief Maxfield noted that the two fire frequencies are
licensed to Contra Costa County and must stay with the County.
Chief Little indicated that his Fire Commission would prefer to
continue to participate in DRCC.
Based on the discussion with our Committee we have modified the
County Administrator' s recommendations as indicated above. It is
our strong recommendation that the Board reaffirm its intent to
withdraw from DRCC at the earliest feasible date. The exact date
is as yet undetermined due to the need to prepare a detailed
timeline for the transition, identify the precise equipment and
personnel which will be needed, cost out the required equipment
and personnel and determine how to pay for them. It is our
intent that the County Administrator report these details back to
the 1990 Internal Operations Committee by January 20, 1990 ,
following which the Internal Operations Committee should prepare
a report to the Board of Supervisors and refer the need to
finance the transition to the 1990 Finance Committee to determine
the best source of funding for the transition.
In regard to the issue of recruiting Sheriff ' s Dispatchers, it
appears that no progress has been made in reducing the vacancy
rate, despite the efforts of the Personnel Department to provide
additional names to the eligible list. We would like to discuss
this in more detail with the Sheriff at our next meeting.

1. Adopt the following goals for East County dispatching services, effective
July 1, 1990, in conformance with the. recommendations of Schema Systems, Inc. :
a. To provide dispatch of Sheriff's services in East County from Comm 1
(Sheriff's central dispatch center in Martinez) ;
b. To provide dispatch of County-governed fire district services (Bethel
Island, Byron, East Diablo, Oakley, and Riverview) from Contra Costa County
Consolidated Fire District's Communications Center; and,
C. To encourage the cities of Antioch, Brentwood, and Pittsburg to establish a
joint powers agreement for law enforcement dispatch and support of the East
County E-911 (PSAP) using a shared CAD/RMS System (by contract with the
Sheriff's Department) .
2. Direct the County's Director of Communications to work with the
DRCC-participating agencies and. Contra Costa County Consolidated Fire District
and prepare an implementation plan, including a financial impact analysis, that
provides for a smooth transition and accomplishment of the above goals by
July 1, 1990.
3. Direct the County's Director of Communications to submit the proposed
implementation plan to the Internal Operations Committee through the County
Administrator's Office by January 20, 1990.
4. Include in the implementation plan an alternative to recommendation l.c. above
that would provide for location of the E-911 PSAP at either COMM 1 or the
Consolidate Fire District Communications Center with the three East County cities
contracting with the County for the provision of all emergency dispatch services.
FINANCIAL IMPACT:
The financial impact of the recommendations is uncertain at this time, pending a
detailed analysis of costs by the County's Director of Communications.

Report on DRCC 2 October 18, 1989
The consultant's report provides cost comparisons for the full range of alternatives
considered for East County dispatching. The cost estimates to retain the existing
DRCC, (addressing the operational problems with replacement of old equipment and
appropriate staffing), are likely to be higher than the costs of other available
alternatives including the recommended plan. In large part this is due to the
anticipated high cost of necessary equipment replacement and maintenance of DRCC as a
separate communications center when compared to the incremental costs of building on
the existing communications centers of the Sheriff's Department and the Consolidated
Fire District.
REASONS FOR RECOMMENIDATIONS/BACKGROUND:
On December 20, 1988, the Board of Supervisors directed the County Administrator to
conduct a study of the Delta Regional Communications Center (DRCC) reexamining the
participation of County-governed agencies in DRCC (Sheriff's Department, Emergency
Medical Services, and Fire Districts of Bethel Island, Byron, East Diablo, Oakley, and
Riverview) to- determine if it is appropriate and cost effective to continue
participation. Following Board action requesting this report, the DRCC contracted
with Schema Corporation of Whittier, California to review the long-term needs of the
DRCC and to make recommendations for upgrading the Center. DRCC participants urged
that the Board of Supervisor's Internal Operations Committee delay consideration of
the alternatives for police, fire and emergency medical services dispatching to East
County pending the consultant's report. The Internal Operations Committee agreed to
accept a status report from the County Administrator on July 10, 1989, postponing
recommendations to the Board until the consultant's report was complete. However, as
a precautionary measure to preserve the County's options, the Board gave one year's
notice of the County's intention to withdraw from DRCC effective June 30, 1990, as
required in the DRCC agreement.
The final report from Schema Systems, Inc. is now complete. This report summarizes
the development of DRCC, the existing organizational and operational problems, and the
perceptions of participating agencies regarding the problems and potential solutions.
The consultant thoroughly reviews the options for future East County dispatching
services, examining the technical issues, long-term implications, and estimating the
potential costs associated with each.
The consultant recommends alternatives which would dissolve DRCC as it currently
exists, stating:
It is the consultant's opinion that a fundamental
organizational flaw of the DRCC involves the county's attempt
to administer the facility under the direction of an external
board. The unexpected consequence of the best intentions of
the founding organizations is a structure that inhibits
effective leadership, conflicts with sound management
practices, and is unable to resolve problems. There is no way,
to correct the present environment. (page 1-6)
Schema Systems' recommended approach would separate the dispatching services now
handled by DRCC into three dispatch centers, two of which are existing communications
centers. This plan would include 1) dispatch of Sheriff's services from the Sheriff's
Central Communications (COMM 1) , 2) dispatch of County-governed fire districts (Bethel
Island, Byron, East Diablo, Oakley, and Riverview) from Contra Costa County
Consolidated Fire District's Communications Center, and 3) dispatching of Antioch,
Brentwood, and Pittsburg law enforcement agencies from a new communications center
supported by a joint powers agency (JPA) established by these three cities.
The consultant further recommends the proposed JPA retain support of the East County
E-911 Public Safety Answering Point (PSAP) and, by contract, share use of the
Sheriff's three automated systems - Computer-Aided Dispatch System (CAD) , Records
Management System (RMS) , and Mobile Data Terminals (MDT) .
These recommendations seek a balance among a variety of pressing concerns including 1)
the need for local agencies to control allocation of police patrol resources amidst
rapid population growth, 2) the need for inter-operability between law enforcement
agencies serving East County, 3) the operational `requirements of the East County
E-911 PSAP, and 4) the need for patrol officers to have the advantages of current
technology available with MDTs.
Schema Systems' report has thoroughly analyzed the alternatives available for future
handling of East County dispatch. This report also identifies issues to be resolved
in moving forward on the recommended plan. The staff recommendations presented above
outline the planning and implementation steps required to resolve the issues and
effect the proposed changes.

Your notification of the October 23, 1989, report by the County
Administrator to the Operations Committee of the Board of
Supervisors concerning the Delta Regional Communications Center
(DRCC) is appreciated. The County Administrator's report will
address the Schema Systems' recent report/recommendations on the
alternatives for the future of DRCC and you graciously extended an
invitation for written comments on the consultant's report. ,
Some comments could be made concerning some of the methodology
used in the Schema analysis, however, the report is clear in
presenting an accurate and clear picture of the DRCC situation, as
well as the possible alternatives. It is felt that some comments
should be included- in the County Administrator's report to the
Operations Committee pertaining to what is .perceived as the most
logical course of action that will be taken.
It is assumed that the Contra Costa County agencies that are
currently participating in DRCC will terminate their participation
effective July 1, 1990. Those agencies include the Sheriff-
Coroner's Department and the Bethel Island, Byron, East Diablo
(formerly Brentwood) , Oakley and Riverview Fire Districts. This
assumption is predicated on the following:
1) The recommendations made by the consultant in the
Schema Systems' report in which the Sheriff-Coroner
Department will be dispatched by the new Central
Communications Center, all East County fire dispatch-
ing be relocated to the Consolidated Fire Communica-
tions Center and the remaining police agencies,
Antioch, Brentwood and Pittsburg, continue the DRCC
operation through re-organization of the Joint
Powers Agency.

2) Notification of termination of participation in
DRCC by all County Board governed agencies that was
was given June 28, 1989, pursuant to the County
Board of Supervisors Order approved June 20, 1989.
This action was in compliance with Section 3 of the
Joint Powers Agreement which established DRCC.
Due to the veru short time (ten months) between now and July 1,
1990, this scenario obviously presents several issues that need to
be addressed as soon as possible.
Fortunately, certain items, such as the retention of the radio
frequencies and equipment currently used at DRCC, remain at DRCC.
Other issues needing clarification include the routing of 911E
phone calls, emergency medical services and the training of new
personnel.
As previously stated, the Antioch, Brentwood and Pittsburg Police
Departments are legally required to remain in the Joint Powers
Agreement (JPA) because we have not complied with the notification
process and because of the need to re-organize, certain costs will
be incurred this fiscal year. Those costs are "guesstimated" at
approximately $80,000 and• are to cover the expenditures for the
hiring and training of personnel to accommodate the continuance of
East County police dispatching needs on July 1, 1990. These
processes must be started immediately to meet the short time
period that we are faced with and, in fact, preliminary steps are
in motion at this time. Additionally, it is felt that the
equipment has to be surveyed to determine the future planning
needs and this will also incur some costs.
Recent informal inquiries about a probable withdrawal process/
timetable by the County agencies remain unanswered and the
importance of receiving this information, as soon as possible,
cannot be stressed enough.
These next few months, prior to July 1, 1990, are viewed as a
transition period and with your stated goal of continuing your
policy of coordination and cooperation, the•- transition should be
smooth and problem free to reach the objective of improved
emergency communications and dispatching within Contra Costa
County.

for Dispatch of East County Fire Districts
Dear Mr. Roemer:
The Consolidated Fire District has been requested to develop a
proposal for the emergency (9-1-1) dispatch of the fire districts
currently served by Delta Regional Communications Center (DRCC) .
The Consolidated Fire District is prepared to offer a tentative
proposal and estimated costs. Pending direction from the
Board, establishment of gime frame, and determination of which
districts are involved., Consolidated cannot: provide F. detailed
specific plan at: this time. Implementation of this proposal i<s
dependent upon adequate funding for increased staffing, dispatch
system upgrades and the active participati.on . an.d cooperation of-
all involved :fire districts.
If Consolidated Fire dispatches all East County Fire Districts,
an. annual savings of approximately $1.20, 000 to $300,000 a year
may be achieved. The difference in. savings depends on whether
current costs are used ($120, 000 savings) or estimated costs
contained in Schema Systems report on DRCC.
In addition to the annual savings, Consolidated would provide 8.11
East County Fire Districts with a higher level of service than
currently exists. This includes the following:
• Trained fire dispatch personnel
• Telephone extensions of the Consolidated Fire District' s PBX to
each fire station (dispatch back--up, and public access)
• Increases. radio coverage
• Emergency medical dispatching (cal.ltaker gives EMS help to

• Coordinated mutual/automatic aid dispatch
• Consideration of the unique requirements/conditions of each
fire district
• Increase in service level to all citizens served by the
dispatch center
One-time start-up costs are estimated to be approximately
$370,000. $300,000 of this is for the upgrade of the current
computer aided dispatch system. While some additional capacity
remains, the current system cannot absorb a 60% increase in call
volume, estimated from East County Fire Districts coupled with
Consolidated' s increasing call volume. Also proposed are
relocation/additions to the F15 and F16 radio systems for
increased coverage and redundancy. East County fire channels
must be installed in all dispatch positions.
A 607. increase in call volume, without an increase in staff,
cannot be accommodated. The substantially higher workload, as
well as increased stress level and reduced morale among the
existing dispatchers, will result in a reduction of dispatch
services to an unacceptable level to all County Fire Districts.
Implementation timing also becomes a critical issue.
1. 9-1-1 call routing must be changed for East County
telephones. This is approximately a three month process once
started and must be coordinated through General services.
Until these changes are made, no agency can pull out of DRCC!
2 . We estimate six months of data base development.
3 . July j is the peak of wildland fire season. This is not the
time to switch dispatch systems.
4. As new phone books are printed in November of each year,
changes need to be made prior to publication.
5 . It is critical that districts be phased into our system to
ensure an orderly and effective transition
6. Approximately one year will be needed to test, hire and train
additional personnel .
7 . CAD upgrades should be in place and tested prior to a 60%
increase in call volume.

In view of the above, the earliest we could assume dispatching
for East County Fire Districts would be January 1, 1991, and then
. only if CAD upgrades can be expedited.
In conclusion, dispatch of East County Fire Districts by the
Consolidated Fire Communications Center combines operational cost
savings with a higher level of service. The success of this
proposal depends upon the proper funding of adequate staff and
equipment, plus a cooperative spirit to do what is best for all
districts involved.
District staff and I are available for further clarifications or
discussions if necessary.
