RECOMMENDATION AUTHORIZE the Chief Engineer to execute a contract amendment with Integrated Design Services for structural evaluation of buildings north of Mt. Diablo Boulevard adjacent to the San Ramon Bypass Phase. III project. II. FINANCIAL IMPACT The contract amendment will increase the payment limit by $6, 000. 00 for a new contract payment limit of $16, 000. 00 to be funded by Flood Control Zone No. 3B. REASONS FOR RECOMMENDATION/BACKGROUND On August 1, 1985 the Flood Control District executed a Consulting Services Agreement with Integrated Design Services for structural evaluation of several hillside buildings adjacent to the San Ramon Bypass Channel project north of Mt. Diablo Boulevard in Walnut Creek. The scope of the contract included visual inspection before and after the Corp' s construction project. The Corps commenced work on phase one of the channel, north of Mt. Diablo, in March 1986, but terminated the contract before completion due to disputes with their construction contractor. The work remained unfinished during the second phase of the project. It will be completed as part of Phase 3 in 1991. Since considerable time has lapsed since initiation of work, a structural evaluation was conducted prior to the start of Phase 3 . This will allow structural problems resulting from the 3rd phase of work to be more clearly distinguished from those of the 1st Phase. In order to fully evaluate construction impacts it will be necessary to conduct a final structural survey at the conclusion of the Phase 3 project. Thus the original consulting services agreement must be amended to provide for a third structural evaluation. The consultant has estimated the cost of the additional work to be $6, 000. 00 IV. CONSEQUENCES OF NEGATIVE ACTION Without a final structural evaluation, a complete documentation of project impacts will be unavailable.
