HomeMy WebLinkAboutMINUTES - 10311989 - 1.54 TO: BOARD OF SUPERVISORS FROM: Hazardous Materials Commissions Contra Costa DATE: October 16 , 1989 Co^ SUBJECT: Hazardous Materials Commission Bylaws, including conflict of interest policy SPECIFIC REQUEST(S) OR RECOMMENDATION S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: The Hazardous Materials Commission recommends that the Boards of Supervisors adopt the bylaws of the Contra Costa County Hazardous Materials Commission submitted herewith. REASONS FOR RECOMMENDATION: For the past few months, the Hazardous Materials Commission has been working on developing bylaws to govern the Commission's conduct and activities . The members of the Commission believe that formal bylaws promote efficient conduct and operations . The contents of the bylaws are derived from applicable statutes (Health and Saf . Code, 5 25135 . 2; the Ralph M. Brown Act, Gov. Code, S 54950 et seq. ) and board orders, and cover matters such as Commission responsibility, membership and conduct of business . In addition, Section VI of the proposed bylaws covers conflict of interest. The conflict of interest provisions consist of two parts . Part A consists of general board policy as set forth in Board Resolution No. 82/574 . Part B. consists of additional conflict of interest policy and Board findings for the Hazardous Materials Commission only. In proposed Part B, the Board is asked to recognize that certain members of the Hazardous Materials Commission are intended to represent and further the interest of the specified industries or groups. The Hazardous Materials Commission members believe that it is appropriate for the Board to acknowledge and recognize that certain members serve to further the interest of specified industries and groups, responsible for such members' nomination.
