Spooner, Contracts Administrat Costa DATE: October 20, 1989 County Approval of Novation Contract #24-337-6 with Teleca10orporation to SUBJECT: Provide Mental Health Placement Services for County Patients at Garfield Geropsychiatric Hospital SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chairman to execute on behalf of the County, Novation Contract #24-337-6 with Telecare Corporation in the amount of $91,992 for the two-year period from July 1, 1989 through June 30, 1991 for provision of alternative care placement service for Contra Costa County geriatric patients. This document includes a six-month automatic extension from June 30, 1991 through December 31, 1991 in the amount of $22,998. II. FINANCIAL IMPACT: This contract is County funded, representing the County's match to State Short-Doyle/Mental Health funds that are expended by the County of Alameda to provide mental health services for Contra Costa County residents as part of the County's Regional 302f Buy-Out Program. The FY 1989-90 portion of the contract payment limit is fully funded in the Department's FY 1989-90 Budget. The two-year contract payment limit is established as follows: $ 45,996 1989-90 Fiscal Year Payment Limit 45,996 1990-91 Fiscal Year Payment Limit _$_91, 992 Contract Payment Limit III. REASONS FOR RECOMMENDATIONS/BACKGROUND: On December 13, 1988, the Board approved Contract #24-337-5 which contained an automatic contract extension from June 30, 1989 through December 31, 1989. Novation Contract #24-337-6 replaces the prior contract extension and continues services through June 30, 1991 with an automatic extension through December 31, 1991. This contract provides placement services to make necessary alternative care options available for elderly patients at Garfield Geropsychiatric Hospital who have physically and/or mentally deteriorated to the point where they no longer benefit from the intensive rehabilitation program offered at Garfield. The alternative care options 'offer a secure, protected environment for our patients who otherwise would not be accepted into skilled nursing facilities due to combined medical and psychiatric problems.
