SUBJECT:Approval for Renewal of Five Routine Alcoholism Program Novation
Contracts for Fiscal Year 1989-90 and Fiscal Year 1990-91
SPECIFIC REQUESTS) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Health Services Director or his designee
(Stuart McCullough) to execute on behalf of the County, five
standard form Novation Contracts with Alcoholism Program contrac-
tors, as specified in the attached Contract Renewal Listing, upon
approval of each contract document by the County Administrator, or
his designee, for the continued provision of the same FY 1988-89
alcoholism program services for a two-year period from July 1, 1989
through June 30, 1991. These contracts include a standard provision
for a six-month automatic contract extension from June 30, 1991
through December 31, 1991, as set forth in the attached Contract
Renewal Listing. These Novation Contracts 'are for a two-year term
in accordance with the policy of the Board of Supervisors es-
tablished June 27, 1989 for Contracts with nonprofit agencies.
II. FINANCIAL IMPACT:
These contracts are funded in the Health Services Department Budget
for Fiscal Year 1989-90 (Org. #5915) and are financed by the same
general levels of Federal Anti-Drug Abuse Funds for alcoholism
services, Federal Block Grant Funds, Local AB 2086 Statham Funds,
Local Ab 541 Level I DUI Funds, State, Alcoholism Program Funds, and
County Funds. The two Fiscal Year Payment Limits set forth in the
attached Contract Renewal Listing do not include any cost-of-living
increases for Fiscal Year 1989-90 or Fiscal Year 1990-91; in the
event that the Board of Supervisors authorizes a cost-of-living
adjustment expressly for these contracts before December 31, the
Fiscal Year Payment Limits and Total Contract Payment Limit for each
Contract may be modified by a written Administrative Amendment
executed by each Contractor and the County Administrator, or his
designee, to reflect any such cost-of-living increase, except that
this provision shall not be construed to require agreement to any
such increase. Furthermore, the contract documents include a
provision which terminates each Contract without notice for the
1990-91 Fiscal Year if the Federal, State or other non-County
funding for each Contract ceases and which makes each Contract valid
and enforceable only if sufficient funds are made available by the
State Budget Act for Fiscal Year 1990-91 for the purposes of each
Contract program.

III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
These contractors have been operating these same contract programs
for the County continuously for many years and they continue to
provide these services for persons with problems of alcoholism and
alcohol abuse, including such target populations as women and the
homeless. These alcoholism program services continue to be a vital
and important part of the County's continuum of care for County
residents with alcohol related problems, including support for their
families. These five contracts provide a range of service programs,
including a tri-County women's recovery home program in cooperation
with Napa and Solano Counties; recovery home/social rehabilitation
programs for adults, women, and the homeless; social-setting
detoxification programs; Detention Facility "Driving Under the
Influence" (DUI) Information and Referral Program; and outreach
programs for minority populations in East County.
These Contractors have been providing these alcoholism program
services under an automatic extension of the FY 1988-89 Contracts.
The recommended Novation Contracts identified in the attached
Contract Renewal Listing replace the six-month automatic extension
under the prior contracts.
