Approval of Novation Contract 424-451-3 with Eileen Lynch
SUBJECT: for FY 89-90 DUI Alcohol Program Monitoring Services
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED -ACTION :
Approve and authorize the Chairman to execute on behalf of the
County , Novation Contract 424-451-3 with Eileen Lynch in the
amount of $49 ,840 for the period July 1 , 1989 - June 30, 1990
for Driving Under the Influence (DUI) Alcohol Program monitoring
services . This document includes a six-month automatic contract
extension from June 30 , 1990 through December 31 , 1990 in the
amount of $24 , 970 .
II . FINANCIAL IMPACT :
This contract requires no County dollars . It is funded entirely
from DUI Program fee collections and . is contained in the
Department ' s FY 89-90 Budget as follows :
First Offender Level I Program Fee Collections : $14 , 952
First Offender Level II Program Fee Collections : 171444
SB 38 Post Conviction Program Fee Collections : 17 , 444
Total Payment Limit $49 ,840
III . REASONS FOR RECOMMENDATIONS/BACKGROUND :
The State requires the County to administer and monitor the DUI
Programs . These programs serve as an alternative to incarcera-
tion for individuals arrested for "driving under the influence"
(DUI) and enhance public safety by being highly successful at
addressing the participants ' alcohol problems through the pro-
vision of alcohol education and counseling services . During the
past several years , these programs have grown in size and
complexity with a corresponding increase in revenue collections .
The Alcohol/Drug Abuse/Mental Health Division is in the process
of creating a new job classification and position which will
replace this contract and carry out the DUI Alcohol Program .
monitoring activities under the supervision of the County ' s
Alcohol Program Chief .
Novation Contract 424-451-3 replaces the six-month automatic
extension under prior Contract 424-451-2 which was approved by
Board of Supervisors on December 6 , 1988 .
