S...L Contra FROM: Phil Batchelor, County Administrator Costa DATE: October 24 , 1989 °srq_��� �P County SUBJECT: Coordinating Human Services Boards and Commissions SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS 1 . Request the Human Services Advisory Commission (HSAC) to develop a process for convening quarterly workshops of County human services advisory board and committee representatives to consider: a) Briefings on the County budget and budget process including prioritization of human services funding needs; b) Increasing awareness in the community of human services needs of their residents and advocacy of resources for those needs through public relations efforts with community organizations, service clubs, non-profit agencies, city councils and business groups; c) Support of measures to increase revenues for human services needs, such as the proposed alcohol tax initiative; and d) Improving interagency relations to reduce competition among boards and committees for County funds and to improve their communications and linkages. 2 . Report back to Board of Supervisors with their recommendations within 90 days. BACKGROUND The Human Services Advisory Commission requested a meeting with the Board of Supervisors to discuss, among other issues, policy direction, coordination and linkages with other human services boards and committees and support and ad voc y of Board human services policies. Those represented were: Adult Day Health Planning Council Advisory Committee on the Employment and Economic Status of Women Advisory Council on Aging Advisory Housing Commission Alcoholism Advisory Board Contra Costa Health Plan Advisory Board Developmental Disabilities Board Drug Abuse Board Economic Opportunity Council Emergency Medical Care Committee Family and Children' s Services Advisory Committee Family and Children' s Trust Committee Human Relations Commission Human Services Advisory Commission Juvenile Justice-Delinquency Prevention Commission Maternal, Child and Adolescent Health Advisory Board Mental Health Advisory Board Private Industry Council Public and Environmental Health Advisory Board The Board discussed considering reorganization of the existing boards and committees citing a need to streamline the committee process. Committees require administrative costs, compete with each other for the Board' s priority, seek program funding primarily from the County, need to be aware of other committees ' interests or activities, require a foundation in the County' s current budget, financial, or funding situation, perceive unequal access to the Board, and may present recommendations to the Board independently of other' s needs or priorities. The Board and committee representatives acknowledged each others ' needs and responsibilities and agreed on a beginning process to help the advisory boards and commissions be more responsive to the Board and for the Board to provide more direction and assistance to them.
