HomeMy WebLinkAboutMINUTES - 10241989 - T.A 7_'A - ai THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on October 24, 1989 , by the following vote: AYES: Supervisors Powers, Fanden, Schroder, McPeak, Torlakson NOES: None ABSENT: None ABSTAIN: None ------------------------------------------------------------------ ------------------------------------------------------------------ SUBJECT: Earthquake Issues Phil Batchelor, County Administrator, commented on the Bay Area earthquake that took place at 5: 04 P.M. , October 17, 1989 and presented an oral report on the activities which took place related to the event. He noted that a preliminary assessment of damage was made and a State of Local Emergency was declared. Mr. Batchelor advised that while damage and injuries were fortunately quite minor in Contra Costa County, County emergency personnel responded to requests for mutual aid in other Bay Area communities. He referred to a request from BART for use of an additional portion of the Southern Pacific right-of-way for parking during the time the Bay Bridge is being repaired. After discussion by Board members, IT IS ORDERED that the following actions are APPROVED: 1. RATIFIED and CONTINUED the Declaration of Local Emergency in Contra Costa County as a result of the October 17, 1989 earthquake; 2. AUTHORIZED agreement with BARTD for interim use of portions of the Southern Pacific right-of-way for parking at the Pleasant Hill BART Station; 3 . ADOPTED position in support of an emergency session of the California Legislature; 4. SUPPORTED CSAC' s position to seek interim revenue sources to meet emergency needs; 5. REQUESTED County Administrator to explore legislation for additional taxes which may be dedicated to assist in disasters on a Statewide basis; and 6. REQUESTED that a Certificate of Appreciation be presented on October 31, 1989 to Ron Sorenson, Navajo Aviation, on behalf of the pilots. who participated in the earthquake assistance airlift. cc: County Administrator 1 hereby certify that this is a true and correct copy of an action taken end entered on the minutes of the Board of SupervV9 on the date shown. RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION :RECOMMENDATIONS Approve and Authorize the Executive Director -'or .his designee to execute a License Agreement with the - Bay Area. ! Rapid Transit District (BART) for interim use of portions of the .former Southern Pacific right-of-way in the Pleasant ,Hill BART Station. FISCAL IMPACT None BACKGROUND/REASONS FOR RECOMMENDATIONS On October 17, 1989 a large earthquake did substantial damage to the Bay Bridge. The Bay Bridge will not .be operational for some. time. BART will be providing much of the commuter access to San Francisco in the interim. , Additional parking on the former Southern Pacific right-of-way near the Pleasant Hill BART Station, which is owned by the Agency, will provide BART with some reliever parking.
