SUBJECT: Hearing On Appeal Of Philip E. Park From Decision On
Minor Subdivision MS 20-89 in the Alamo Area.
This is the time heretofore noticed by the Clerk of the Board of
Supervisors for hearing on the appeal of Philip E. Park from the
decision of the San Ramon Valley Regional Planning Commission on the
application of Philip E. Park (applicant and owner) for approval of a
minor subdivision MS 20-89 to divide a 43,650 square foot parcel into
two parcels with a variance for average lot width on Parcel B in the
Alamo area.
Mary Fleming, Community Development Department, presented the
staff report on the appeal, describing the proposed minor subdivision
request, the proposed site, and the withdrawal of the variance request
by the applicant. She commented on the zoning for the surrounding
area being R-20 . Ms. Fleming commented on the approval by the Zoning
Administrator and the denial by the San Ramon Valley Regional Planning
Commission. She advised of the recommendation to the Board today to
accept the environmental documentation as being adequate, deny the
appeal and uphold the decision of the San Ramon Valley Regional
Planning Commission.
The public hearing was opened and the following persons appeared
to speak:
Mark Armstrong, P.O. Box 218, Danville, representing Philip E.
Park, applicant and owner, commented on -reasons that the Board of
Supervisors should grant the appeal before them today, material he
presented to the Board relative to the applicant' s appeal, on reasons
for the appeal before the Board today, and timliness of the hearing of
the appeal before the Board.
Robert P. Elliott, 137 Romero Circle, Alamo, representing Alamo
Improvement Association, spoke in opposition and he requested that the
Board uphold the decision of the San Ramon Valley Regional Planning
Commission and deny the appeal.
Tim Tinnes, 200 Wayne Avenue, Alamo, spoke in opposition to� the
proposed application, and presented a plot map for the street,
commenting on issues including a pending request to rezone the
neighborhood to R-40 and the proposed site being used for business
purposes.
Marsten Leigh, 244 Wayne Avenue, Alamo, spoke in opposition to
the proposed application and expressed concerns on issues including
drainage, and urged support in helping the neighbors maintain a unique
and lovely street.
Mark Armstrong spoke in rebuttal.
Supervisor Torlakson recommended that the matter be continued to
the November 28, 1989 Determination Calendar to allow Supervisor
Schroder to be present.

Supervisor McPeak advised that Supervisor Schroder would be back
on the 14th of November.
After discussion, IT IS BY THE BOARD ORDERED that the hearing on
the appeal by Philip E. Park from the decision of the San Ramon Valley
Regional Planning Commission on Minor Subdivision 20-89 is CONTINUED
to the November 14, 1989 Determination Calendar.
