SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMMMATION
Review the attached concept paper on the establishment of a
Joint Planning Review Committee for the TRANSPAC Subregion
and provide policy direction for the October 26, 1989,
TRANSPAC meeting.
A subcommittee of TRANSPAC (appointed to explore the
feasibility of cooperative planning) has supported in
concept the attached proposal. This is being provided to
you for information and comment.
BACKGROUND
TRANSPAC appointed a subcommittee last May to discuss the
feasibility of a cooperative planning effort in Central
• County. The subcommittee is recommending that we move
forward in a joint effort by January 1, 1990. We need to
provide active support and policy direction for moving in a
positive direction to initiate common project review for
developments in Central County.

SUBJECT: Cooperative Land Use Planning In TRANSPAC
Subregion
We need to move our subcommittee work to some specific
recommendations for TRANSPAC. In that spirit, I am
outlining the following. proposal:
As of January 1, 1990, TRANSPAC will establish a Joint
Planning Review Committee which will make advisory comments
and recommendations to the responsible jurisdiction:
For all projects within the TRANSPAC subregion that
will generate 100 or more peak hour trips
By establishing a 12-member body composed of the
following:
a Planning commissioner appointed from each of the
six TRANSPAC jurisdictions;
an elected office appointed from each of the six
TRANSPAC jurisdictions; and
- the Joint Planning Review Committee will establish
its own chair and rules
By designating a joint staffing team composed of a
planner from each jurisdiction which will establish its
own procedures for operation.

No later than July 1, 1992, TRANSPAC will establish a
Central County Interagency Planning Commission
This date coincides with the growth management
implementation timeframe established by the Contra
Costa Transportation Authority, and it allows for the
experience of the Joint Planning Review Committee to
help structure the operation of an Interagency Planning
Commission.
The structure of the Interagency Planning Commission
should be determined after the Joint Planning Review
Committee has operated for at least one year.
The Interagency Planning Commission would be vested
with the powers and authorities of the individual city
or county planning commissions; but if a decision were
appealed or advisory for final action by an elected
body, it would go to the jurisdiction in which the
project is located.
The Interagency Planning Commission would consider and
act upon all projects of a threshold size, such as 100
or more peak hour trips.

A. Endorse the Earth Day 1990 program and direct the County
Administrator's Office to continue to coordinate with
any regional programs for Earth Day 1990.
B. Direct the County Administrator's Office to integrate
our programs for Keep Contra Costa County Beautiful and
our Urban Forestation efforts and the planning efforts
with Arbor Day and Earth Day for Spring 1990 .
