SUBJECT: Approve and Authorize the Public Works Director to
Execute The Consulting Services Agreement for Strategic
Planning of State Route 4 from Willow Pass Road in
Concord to at Hillcrest Avenue in Antioch

I. RECOMMENDATION
Approve and Authorize the Public Works Director to execute the
Consulting Services Agreement with William R. Gray and Company to
develop a strategic plan to guide implementation and development
of the State Route 4 East project from Willow Pass Road in
Concord to at Hillcrest Avenue in Antioch.
II. FINANCIAL IMPACT
Contract Payment Limit $60, 000. Funding for this agreement will
come from funds advanced from the Bay Area Rapid Transit District
(BARTD) for project development of State Route 4 over the Willow
Pass Grade. No County funds will be required.

Also, DIRECTED Public Works Director to negotiate a reimbursement agreement with the
Contra Costa Transportation Authority relative to the Highway 4 project.

III. REASONS FOR RECOMMENDATION/BACKGROUND
With the passage of Measure C in November 1988, funding for the
State Route 4 improvements and the BART extension to East County
became a reality. BARTD is scheduled to have its East County
extension to Bailey Road completed by 1997. BARTD is also
studying the feasibility of continuing on to Railroad Avenue at a
later date and purchase of station sites beyond Railroad Avenue.
We have requested the consultant firm, William R. Gray & Co. to
do a strategic plan to guide the implementation and development
of the State Route 4 East project. Under direction of the
County, the consultant will prepare a draft report within 30 days
After execution of this agreement which will identify major
issues that could affect completion of the projects. The
strategic plan will also recommend an organizational structure
which will effectively manage and coordinate the efforts of
BARTD, FHWA, Caltrans, Contra Costa Transportation Authority,
City of Pittsburg, various utilities and the County.
IV. CONSEQUENCES OF NEGATIVE ACTION
The strategic plan is needed to provide a blue print for the
implementation of the State Route 4 project. A negative action
by the Board will result in lack of focus by the multitude of
agencies involved in the process and will ultimately result in
project cost overrun and schedule delay.
