SUBJECT: Nomination of County Courthouse Block
to National Register of Historic Places
The Board received the attached report dated October 23 ,
1989 from the Community Development Director relative to the
application to place the 1904 portion of the old jail and the
County Finance Building on the National Register of Historic
Places.
I.T IS BY THE BOARD ORDERED that the report from the
Community Development Director is ACCEPTED.

SUBJECT: Placing Contra Cost ou ty Co thouse Block
on National Registe f istoric Places.

On September 13 , 1988 the Board authorized me to prepare a
contract with the Contra Costa County Historical Society to
prepare and process documents to place the 1904 portion of the
old jail and the Finance Building on the National Register of
Historic Places. The application was structured so that the
jail addition could be removed at some future date.
Before proceeding further the State is asking the owner,
Contra Costa County, if it objects to the placement. Some
questions have been raised about restrictions on future use
and remodeling of the structures.
It is my understanding that once on the National Register, the
National Historic Advisory Council has the opportunity to
comment under Section 106 of the National Historic
Preservation Act of 1966 when Federal funds are used which
effect the building.
In other instances, future rehabilitation is to follow
building guidelines. We have been led to believe that such
guidelines are very strict regarding exterior changes but do
not significantly effect interior changes.
