SPECIFIC REQUEST(S) OR RECOMMENDATION(S) A BACIaaROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Authorize the Executive Director, Contra Costa County Private Industry Council, to execute on behalf of the County, Non-financial Cooperative Contract Amendment (#19-8098-1) effective August 21, 1989 to provide for the outstationing of EDD staff at the County Workers Assistance Center, (Suite 260, 2425 Bisso Lane, Concord) and other specified increased coordinative actions under the Job Training Partnership Act (DTPA) . The term of the agreement would remain unchanged, July 1, 1988 through June 30, 1990. II. FINANCIAL IMPACT: None. III. REASONS FOR RECOMMENDATION/BACKGROUND: On April 12, 1988 the Board authorized execution of non-financial agreement (#19-8098-0) with the California Employment Development Department for the term July 1, 1988 through June 30, 1989. This agreement is necessary to fulfill the requirements of the County's 1988-1990 Job Training Plan wherein the County, as the service .delivery area, must provide reciprocal services, coordinate joint planning activities and exchange referrals and information with local EDD offices. As a result of JTPA Title III amendments, on July 1, 1989 the State of California received Governor's discretionary funds available for rapid response to layoffs displacing workers. As authorized by the PIC, staff initiated negotiations with EDD to increase our ability to respond to local worker displacements. As a result of those negotiations, EDD agreed to outstation staff and an EDD supplied job match computer terminal at the Workers' Assistance Center. This effort has allowed us to quickly respond to recent notices of local displacement.
