Miner, Executive Director Calra Contra Costa County Private Industry Council Cost DATE: October 16, 1989 IA�LGl SUBJECT: Authorize Execution of JTPA Non-financial Cooperative Agreement with Acalanes School District (#19-8094-0) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACIGa:tOUND AND JUSTIFICATION I. RECOMMENDED ACTION: Authorize the Executive Director, Contra Costa County Private Industry Council, to, execute on behalf of the County, Non-financial Cooperative Agreement (#19-8094-0) with Acalanes School District, for the term beginning September 5, 1989 and ending June 30, 1990, to coordinate certain employment and training activities in Contra Costa County under the 6% program of the Job Training Partnership Act (DTPA). II. FINANCIAL IMPACT: None. III. REASONS FOR RECOMMENDATION/BACKGROUND: Current JTPA regulations strongly encourage local Service Delivery Areas (SDA) to operate youth competency systems. Youth competencies consist of three areas, pre-employment/work maturity skills, job specific skills, and remedial/basic education skills. Effective July 1, 1989, youth must attain competency certification in two of the three areas to earn positive program termination. At this time this SDA has a competency system in place for pre-employment/work maturity and job specific skills. This cooperative agreement will allow this SDA to further refine its existing youth competency system and to develop a remedial/basic education component in cooperation in Acalanes School District. The District has state supplied personal computers from a previous grant ending June 30, 1989. This cooperative agreement will allow the district to retain the equipment for the use of special education students and for the refinement and development of our youth competency system. In addition, proposed JTPA legislation currently under review by Congress would more specifically target JTPA to a youth client population more likely to need competency attainment, and perhaps extend the requirement to adults.
