RYDINGSWORD, DIRECTOR SOCIAL SERVICE DEPARTMENT Contra DATE: October 5, 1989 @ County Costa SUBJECTAPPROVE' EXTENSION OF NINE ( 9) AND ONE (1) NEW REFERRAL PARTICIPANT TRACKING AGREEMENTS WITH TEN ( 10) GAIN SERVICE PROVIDERS SPECIFIC REQUEST(S) OR RECOWENDATION(S) A BACKGROUND APD JUSTIFICATION I. RECOMMENDED ACTION: Authorize the Director, Social Service Department, to execute on behalf of the County, standard form GAIN Individual Referral Participant Tracking Agreements with the ten ( 10) Service Providers (Contractors) names in the attached "GAIN ABE and Vocational Tracking Providers Listing, " beginning July 1 , 1989 and ending June 30, 1990, to provide tracking services for County-referred GAIN participants who are enrolled in Providers' non-GAIN funded Adult Basic Education/GED, English as-a-Second Language, or Vocational Training classes. These Tracking Agreements shall be subject to: 1 ) overall program tracking budget limitation of $406,724; 2) uniform tracking fees to be paid by the County to Providers for each GAIN enrollee as set forth in said Agreements; 3 ) availability of FY 89/90 State GAIN funds. II. FINANCIAL IMPACT: None. 100 percent State funds. III . REASONS FOR RECOMMENDATIONS/BACKGROUND: As part of the GAIN Department Plan, monitoring of clients ' progress in their individual programs is a requirement. The use of GAIN funds to provide tracking services for GAIN participants receiving training in Adult Basic Education and Vocational Training under non-GAIN funded resources provides necessary statistics for funding and monitoring success of the program. Allocations have provided funds for: planning, staff training, registering AFDC recipients into the GAIN Program, and procurement of certain job services, ABE, Vocational Training, Child Care Administration and contracted Tracking Services. The County Social Service Department has received notification regarding the State' s identification of $5,040,474 in total GAIN funds to operate the County' s GAIN programs during FY 89/90.
