Primary Intervention Programs SUBJECT: (PIP) in Richmond , San Ramon Valley and John Swett Unified School Districts SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Approve and authorize the Chairman to exe- cute the following contracts on behalf of the County for Primary Intervention Programs in three school districts , as follows : Contract Payment -Number Contractor Limits Effective Dates 24-378-4 Richmond Unified - School $35 , 157 9/ 18/89 - 6/ 30/90 District 24-379-4 San Ramon Valley Unified $22 , 147 9/ 18/89 - 6/30/90 School District 24-441-3 John Swett Unified School $ 14 , 933 8/ 15/89 - 6/30/90 District Total $72 ,237 Contract #24-441-3 with John Swett Unified School District is fot third year funding of a three-year project at Hillcrest Elementary School . The other two contracts are for first-year funding to initiate new Primary Intervention Programs at King and Lincoln Elementary Schools in the Richmond Unified School District and at Golden View and Greenbrook Elementary Schools in the San Ramon Valley Unified School District . II . FINANCIAL IMPACT : The monies dispensed in these contracts are State dollars received by the County via contracts with the State Department of Mental Health . These monies are allocated from the State Department' of Mental Health ' s Primary Prevention Fund through contracts recently approved by the - Board . CC: Health Services (Contracts) ATTESTED OCT 2 4 1989 Risk Management Phil Batchelor,Clerk of the Board of Auditor-Controller Supervisors and County Administrator Contractor M362/7-83 BY DEPUTY 4 Primary Intervention Programs Board Order Page 2 A 50% local match (generated jointly by County Mental Health and each school district ) is required in each contract with the State for each of the three years of - State funding . Mental Health ' s share of this in-kind contribution for all three PIP programs totals $40 , 285 of the total cost ( $175 , 193) of these three projects . This County in-kind contribution includes an allocation of a specific number of hours of current staff time already budgeted in the Alcohol/Dr•ug Abuse/Mental Health budget , plus mileage and administrative/overhead costs , so no new monies are required . No new revenues will be generated . Grant monies received from the State flow through the Health Services Department to the school districts via subcontracts to finance project staff hired by the school districts and to cover project operating expenses . A total of $693 in grant monies remains with the County to offset the cost of County staff par- ticipation in State PIP training events . III . REASONS FOR RECOMMENDATION/BACKGROUND : On October 4 , 1988 , the Board approved contracts with Richmond Unified School District and San Ramon Valley Unified School District for the third and final year of Primary Intervention Program services at Bayview and Bollinger Canyon Elementary Schools . On the same date , the Board approved a contract with Richmond Unified School District for the second year of a three- year Primary Intervention Program for Hillcrest Elementary School . The three-year Primary Intervention Programs at Bayview and Bollinger Canyon Elementary Schools were so successful that the State has granted new three-year funding cycles for PIP services at two new elementary school sites in- Richmond Unified School District and two new sites in San Ramon Valley Unified School District . The State has also granted funding for the third year of Primary Intervention Program services at Hillcrest Elementary School in the John Swett Unified School District . All three State contracts were recently approved by the Board . All three Primary Intervention Programs are enthusiastically supported by local school administrators , teachers , parents , students and local civic and service organizations . DG :gm
