FINANCIAL IMPLICATIONS The fee for an individual using the Clerk's equipment shall be increased to $3 for each 15-minute period from the current charge of $2. Also there is provision for the Clerk to charge $28 for each tape duplicated by staff in the Office of the •Clerk of the Board. The fees for utilizing the Clerk's equipment have not been increased since the adop- tion of Resolution 79/751. With utilization of the recording- equipment increasing, it is requiring more service and at some time will have to be replaced. Replacement costs for this tape recorder have increased in the last eleven years as have staff costs. BACKGROUND On July 24, 1979, the Board of Supervisors adopted Resolution No. 79/751 setting procedures for the recording of Board proceedings. The resolution has, not been changed or amended since adoption. The amendments being proposed allow the Clerk to retain the tapes for one year before they are destroyed or erased, a change in the current procedure of retaining them for 56 days only. Retention of these tapes for a longer period eliminates the necessity of summarizing the speakers' presentations on issues or hearings since the tapes will be retained for a longer period to allow review or duplication in accordance with the procedures established in Resolution 79/751. Many requests are received for Clerk of the Board staff to make a duplicate tape for an individual who is unable 'to do this. Charging a fee of $28 per tape permits the recovery of the Clerk's costs associated with providing this service. Also individu- als are encouraged to make their own duplicates and take advantage of the lower cost of $3 for each 15-minute period.
