SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Refer to the County Administrator, Public Works Director,
Airports Manager, Aviation Advisory Committee and Planning
Commission the following items for consideration in their
course of -review and deliberation on the Draft Airport
Master Plan and Environmental Impact Report:
1. Adopt a strict policy for aviation development and/or
activity at Buchanan Field based on the adopted Noise
Abatement Ordinance and FAR Part 150 Airport Noise
Comptability Program such that: regardless of the
maximum number of planes allowed to be based at
Buchanan Field, no more planes or activity shall be
allowed if it will exceed the noise contours projected
in the FAR Part 150 study for the year 2010 . If
adopted, this policy will assure that the airport will
operate within the noise study projections and,
therefore, the public will know exactly what will
happen in the future. The noise levels will become the
controlling factor on aviation development at Buchanan
Field. The effect of this policy would be to limit the
number of planes based at Buchanan or constrict
scheduled commuter service if the overall aviation
activity (number of" operations) will exceed the adopted
noise level contours. For example, if the maximum
number of planes to be based at Buchanan Field remains
at 850, but the projected noise contours are reached
with 750 planes, then the total number of planes that
could be based at the airport would be 750 .
2. Consider reducing the maximum number of planes that can
be based at Buchanan Field from 850 to 750-800 .
3 . Restrict the number of planes that can be based at
Buchanan Field to no more than 700 until the complete
noise monitoring system has been installed and is
operational for at least six months.

4. Consider retaining the airport terminal on the east
side of Buchanan Field in order to use the west side
for more non-aviation activity and amend the Master
Plan to provide for either location. The Draft Master
Plan consultant has concluded that the current Airline
Access Plan and aviation needs of Buchanan Field can be
served by a terminal on either side of the airport.
5. Prohibit any relocation of the terminal from the east
side to the west side until a complete marketing effort
(including a solicitation of proposals from the private
sector for projects) has been completed for the 20+
acres on the west side and the Board of Supervisors
defines the appropriate parcel size for non-aviation
use. It is important that the Board of Supervisors
pursue options for maximizing revenue to the county
before precluding those possibilities by deciding to
move the terminal to the west side and unnecessarily
limiting the amount of property available for non-
aviation uses.
6. Consider moving all helicopter training flights from
Buchanan Field to Byron Airport or another location and
adopt a timetable for accomplishing this.
7 . Provide for increased security at Buchanan Field and
incorporate this into the Master Plan.
8. Prohibit any continued outside use of the southwest
portion of Buchanan Field when the current lease
expires for the golf course until the necessary CEQA
compliance has been certified and the right-of-way for
Diamond Boulevard has been secured.
