SUBJECT: Law Enforcement Efforts and. Resources in Unincorporated Areas
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
That the Contra Costa County Board of Supervisors ask the County Sheriff
to provide a full report on law enforcement efforts and resources in the
unincorporated areas of the county with a focus on areas with high crime
rates. This report should include a detailed discussion of the Clean
Streets Program, the "J" Team, WestNET, and other joint operations with
municipal law enforcement agencies.
BACKGROUND:
When the Clean Streets Program was started in 1985, it was in response
to street drug dealers who were using the jurisdictional lines of North
Richmond as a means of eluding law enforcement officials. Prior .to this
cooperative effort, as one agency began to develop strong enforcement
measures, the drug dealers would move their activities out of that
jurisdiction. A coordinated, inter-jurisdictional approach was needed
to ensure that drug dealers were not able to evade law enforcement
officials by shifting across jurisdictional lines. The logic behind the
need for a cooperative law enforcement effort appears to remain valid.
