EXECUTIVE COMMITTEE TIMOTHY T.THOMASON Attached for your information is a copy of my 18 August letter Chair soliciting labor nominations which was sent to 15 organizations, and Alvarado Bank the responses we received from two organizations nominating a total STEVEN GIACOMI of three candidates for the two positions. Also attached is a Vice Chair letter from the PIC Chair requesting Board consideration for Anne The Giacomi Group Crisp and Dave Platt. BARBARA N. SHAW Past Chair Anne Crisp, AFSCME, Local 512 has completed her first two year term. Barbara Shaw Seminars She was nominated for re-appointment by the Central Labor Council. She has been an active PIC member. Her service on the PIC Proposal ROBERT MATHEWS Review Committee has been exemplary. Her overall rate of attendance Member at Large f rom September 1988 to August 1989 was 63%. The PIC Executive Dept.of Rehabilitation Committee met Wednesday, 11 October, and they were very concerned WILLIAM MAZOTTI that the Board had not re-appointed Anne Crisp. Chair Oversight Committee Pacific Gas&Electric Company Staff would concur with their concern. Ms. Crisp brings gender WILLIE L. WILLIAMS equity to the PIC labor category. Just over half of our Chair Proposal Committee participants are female, at least 35% of our participants go into BABCO clerical positions - a major career field in this County with significant entry level hiring. Anne Crisp's expertise is in that THOMAS LaFLEUR career field. Chair Planning Committee Pittsburg Econ.&Housing Dev.Corp. Staff would advise the Board to consider Dave Platt and Marshall UDAiOHNSON Walker for the position resulting from John Allen's resignation. Chair Marketing and Mr. Platt was a member from August 1983 to September 1988. During Economic Development that time, he attended 61% of 165 meetings. Bank of America Marshall Walker, SEIU, Local 790 was nominated by the Central Labor DIRECTORS Council. Dave Platt was nominated by the Contra Costa County John Allen Employees Association Local 1. Both have impressive credentials. Anne Crisp Staff believes it is very important the Board make a decision at its Julie Croce 17 October meeting so we can have full labor PIC representation and Annell Grove Ina Rae Lapum participation. MINER Page TWO (2) The two PIC labor seats up for appointment are currently held by John Allen, Treasurer, Public Employees Association - Local 1 and Anne Crisp, Executive Board Member, AFSCME - Local 512. Due to work commitments, Mr. Allen is no longer able- to continue on the Council and an appointment will be made to fill the second year of his term. Ms. Crisp has indicated a willingess to serve another two year term. Within the County, excluding the city limits of Richmond - which operates it own programs, the PIC will be responsible for planning and providing oversight for approximately $4.5 million of grant funds per year. Attached are nomination forms for individuals your organization would nominate for PIC membership. The forms should be returned to the Private Industry Council by Friday, September 22, 1989. Nominees should hold responsible positions such s as board of directors, chief executive/administrators or other executives with substantial management or policy responsibility. Nominees should either be residents of the County Service Delivery Area, or work for a labor organization representing membership working in the County service. It is also helpful if they are familiar with occupations normally available for JTPA participants. It is anticipated the Board of Supervisors will make the PIC membership' selections by Tuesday, October 17, 1989. The PIC meets on the third Monday of every month, from 3:30 p.m. - 5:00 p.m. Each PIC member is assigned to a committee which normally meets once a month from one to two and a half hours. Including preparation and transportation time, PIC participation could require as much as ten hours a month of volunteer time. PIC appointments are for two years, with terms staggered so that half of the PIC membership will carry over from one year to the next. Vice Chair The Giacomi Group For the two vacancies, there are three nominees, all of which appear BARBARA N. SHAW to be very good candidates. However, it is the opinion of the PIC Past Chair Executive Committee that Anne Crisp and Dave Platt would be the Barbara Shaw Seminars optimum selections by virtue of their past experience, giving us depth to continue to operate a successful program for you. ROBERT MATHEWS Member at Large The new PIC will have a significant infusion of new talent. Long Dept.of Rehabilitation time members, Ron Stewart, Superintendent of Schools, Bill Sharkey, WILLIAM MAZOTTI Shell Oil, Paul Witkay, Cardox Corporation, and Annell Grove, Pre- Chair Oversight Committee School Coordinating Committee have all completed their maximum Pacific Gas&Electric Company terms. Next year, Bill Mazotti, P.G.& E. , will complete his term. 'WILLIE L. WILLIAMS Hence, the PIC Executive Committee believes it is imperative the Chair Proposal Committee Board consider past experience in making appointments. BABCO Anne Crisp clearly should be re-appointed. She has served THOMAS LaFLEUR admirably. We are very distressed that the Board would even Chair Planning Committee consider not re-appointing her. Pittsburg Econ.&Housing Dev.Corp. UDA)OHNSON Both Dave Platt and Marshall Walker have impressive credentials, Chair Marketing and either would be a credible choice. Neither is a current PIC member. Economic Development We suggested the Board consider Dave Platt solely because of his Bank of America past service to the PIC. We found him to be an articulate representative of the Labor viewpoint. DIRECTORS John Allen We recognize that PIC appointments are the Board's prerogative. Up Anne Crisp to this point we have found the Board to be very responsive to our Julie Croce input.
