Endorse in principle as ultimate goals for the departments and classifications listed in the attachment to. the Director of Personnel 's October 4, 1989 memo the dedication of 25% of the authorized positions in those classifications to participants in the Career Development Employment Program. 2. Request the Director of Personnel to circulate his memo of October 4, 1989, along with its attachment, to the affected department heads, requesting that they comment on the Director of Personnel' s suggested goals for these classifications and offering to have his staff meet with any department head who wishes to do so before commenting on the suggested goals. 3. Request the Director of Personnel to prepare a report to be presented to our Committee on December 11, 1989 at 9: 30 A.M. summarizing the comments of each department head on the realistic chance of achieving the Director of Personnel' s recommended dedication of positions to Career Development Employment Program participants and on the status of the Career Development Program through November 30 , 1989. 4. Request the Director of Personnel to discuss with the City of Pittsburg and City of Richmond the possibility of their cooperating with the County in recruiting and hiring Career Development Employment Program participants and report the results of these discussions to the Internal Operations Committee on December 11, 1989 at 9: 30 A.M. 6. Authorize the Director of Personnel to temporarily suspend activity on the East County Career Development Employment Program until January 1, 1990 and in the meantime authorize the Director of Personnel to try to recruit an intern who is from the Pittsburg/West Pittsburg area and is familiar with the community to assist in recruiting participants from census tract 3120 in the Pittsburg area. BACKGROUND: Our Committee made its last status report to the Board of Supervisors on the Career Development Employment Program on August 1,1989. We are attaching to this report the memorandum from the Director of Personnel which our Committee received on October 9, 1989 . We are pleased that of the 37 participants who have been hired into the Career Development Employment Program 21 have completed their training and have been transitioned into permanent merit system positions with the County. Only 6 of the original group of participants have either resigned or been separated. The Personnel Department indicates that lack of staff have made it difficult to concentrate sufficient resources in East County to recruit participants for the East County program. We are therefore agreeing to the temporary suspension of the program in East County only until January 1, 1990 in hopes that Personnel can bring on board an intern who is familiar with the area and can assist in doing the type of intensive recruitment which appears to be necessary in that area. While a number of County departments have been outstanding supporters of the Career Development Employment Program we would like to see some specific goals established for appropriate job classifications in all County departments. We would like to see as a long term goal that 25% of the positions in specified classifications be dedicated to Career Development Employment Program participants. The Personnel Department staff believe that this may not be realistic or achievable in all cases and have suggested some lower goals as an immediate objective. These objectives have not been discussed with the affected departments. We are, therefore, asking that these objectives be shared with each County department for the department' s comments. The Director of Personnel will report these comments back to our Committee, following which we will suggest setting these or modifications of these objectives as official Board policy. We have also asked that the Board request the Sheriff to meet with our Committee and discuss with us what his commitment is for hiring Career Development Employment Program participants into permanent positions at the West County Detention Center, and what commitment he has to hire County residents and specifically West County residents for all of the new positions at the West County Detention Center. In order to improve our recruitment and in an effort to expand the Career Development Employment Program even further we are also asking the Director of Personnel to discuss with the cities of Pittsburg and Richmond the possibility of entering into a joint effort to recruit and hire Career Development Employment Program participants. Madden, Personnel Analyst SUBJECT: Career Development Employment Program Quarterly Report (July 1, 1989 - September 30, 1989) Attached you will find the Career Development Employment Program's status report for the period covering July 1, 1989 - September 30, 1989. Also included are the following: Attachment #1 - Career Development Employment Program's Annual Goals and Objectives Attachment #2 - Summary of Career Development Worker Appointment and Transition activity In accordance with your request I am submitting a listing of Career Development Employment Program hiring goals by County department and job classification (Attachment #3) . The Internal Operations Committee indicated that it would like to see 25% of all new employees come from the Career Development Program. While this goal may be attainable in some job classifications such as Sheriff's Aide or Sheriff's Specialist, in most job classes a lower goal is more realistic due to the amount of turnover. I will be meeting with County department heads in the near future to determine the feasibility of 'the recommended goals. LF:af Attach. cc: Eileen Bitten, Manager - Employment Programs Larry Fugazi , Supervising Personnel Analyst Manuel Ramos, Personnel Analyst County Career Development Employment Program Quarterly Report (July 1, 1989 - September 30, 1989) Goal #1 - Recruit, prepare and test twenty (20) employable residents of C.T. 3650 and twenty (20) residents of C.T. 3120. ACCOMPLISHMENTS: Objective: 1. In West County staff recruited twenty-eight (28) participants. Eleven dropped out during the course of the program, seventeen were tested and sixteen were placed on the eligible list. In East County we are experiencing serious recruitment problems. Only seven (7) individuals have been recruited this quarter. Due to staff's departmental responsibilities and time constraints, we are unable to allocate the necessary time required to market the program in the community on a weekly basis. In the absence of an office similar to the one in Richmond, our ability to recruit program participants is hampered. We need a staff person promoting and networking in the community at least 20 hours per week. Without an ongoing promotional campaign program recruitment and participation will be minimal . This is evidenced -by the attendance at the first three workshops this quarter 5, 7, 5 respectively. It has become increasingly difficult to maintain our normal level of program activity in West County and continue to honor our commitment of establishing our presence and operating a successful program in Pittsburg. Staff recommends suspending program until resources are allocated to adequately support program activities in Pittsburg. Goal #2 - Encourage the use of the CDEP eligible list as a temporary employment pool . ACCOMPLISHMENTS: Objective: 1. Records and Certification Division in Personnel is now using the CDEP eligible as a temporary employment resource pool . One individual was hired on a temporary basis in the Municipal Courts. Goal #3 - Promote new County Department participation in the CDEP. ACCOMPLISHMENTS: Objective: 1. Developed schedule to visit department/s divisions to encourage program participation. 2. This activity is ongoing. Goal #4 - Revise the CDEP to accommodate program expansion and training in a wider variety of County occupations. I ACCOMPLISHMENTS: Objective: 1. A more expedient process was developed and is in operation. 2. Completed and board resolution is scheduled for Board approval on October 17, 1989. 3. Included in number two (2) above. 4. Included in number two (2) above. Goal #5 - Develop a Targeted Recruitment and Preparation Plan for hiring civilians at the new West County Justice Center (WCJC) through the CDEP. ACCOMPLISHMENTS: Objective: 1. Requested the Sheriff's Department submit a current list of positions by class. 2. CDEP under this plan has been expanded to include job specific workshops. 3. Plan is ready for implementation. Recruitment is tentatively scheduled for November 1989. 4. Employment list will be established after participants complete program in February 1990. Goal #6 - Introduce the Career Development Employment program to the Private Sector. ACCOMPLISHMENTS: This goal will not be achieved until the activity is adequately funded. Al IALHPIL141 ffl Career Development Employment Program (CDEP) Goals and Objectives July 1, 1989 - June 30, 1990 Goal 1 Recruit, prepare and test employable residents of census tracts 3650, 3120 and individuals referred by Community Services Organizations designated by the Director of Personnel . Objectives: 1. To recruit and process four (4) groups of twenty program participants in each of the two census tracts (3650,3120) . a. First group July - September 40 participants b. Second group October - December 40 participants c. Third group January - March 40 participants d. Fourth group April - June 40 participants 2. To place on the CDEP eligible list a minimum of 120 program participants by the end of the fiscal year. Goal 2 Encourage the use of the CDEP eligible list as a temporary employment resource pool . Objective: 1. To provide temporary employment opportunities to individuals on the CDEP eligible list waiting for a permanent employment opportunity. Goal 3 Promote new County department participation in the CDEP. Objectives: 1. To visit and encourage participation from four County. departments/divisions currently not participating in the CDEP. .2. To increase County departments' participation from eleven . (11) to fifteen (15) by the end of fiscal year. Goal 4 Revise the CDEP to accommodate program expansion and training in a wider variety of County occupations. Objectives: 1. To establish a new system for processing request to participate in CDEP by departments. 2. To revise CDEP job classifications to allow assignment to appropriate employee organizations. 3. To identify twenty-six job classifications that can be filled through .the CDEP. 4. To establish a 3 step salary schedule for all CDEP job classifications. Goal 5 Develop a Targeted Recruitment and Preparation Plan for hiring civilians at the West County Justice Center (WCJC) ,through the CDEP. Objectives: 1. To determine the number of civilian positions by class. 2. To expand the CDEP activities to include job specific workshops. 3. To recruit and enroll a minimum of 100 West County residents to participate in the WCJC Career Development Employment Program. 4 . To establish employment list for positions at the WCJC by February 1990. Goal 6 *Introduce the CDEP to the private sector. Objectives: 1. To engage a professional video production company to produce a 6-8. minute video at a cost not to exceed $6,500 that is designed to market the CDEP concept in the private sector. . 2. To develop a CDEP promotional brochure as part of the video production. 3. To present the CDEP to the following: a. Contra Costa Council b. Five largest employers in the County *Due to lack of funding it is highly unlikely that this goal will be achieved this fiscal year and will remain a low program priority until adequately funded.
