RECOMMENDATIONS
Approve response and- authorize the Chair to execute a letter to the
Mayor, City of Pleasant Hill responding to request for information
relative to availability of Redevelopment Agency tax increment for
Pleasant Hill BART Station Area.

BACKGROUND/REASONS FOR RECOMMENDATIONS
In a letter dated August 28, 1989, Mayor Terri Williamson, City of
Pleasant Hill requested information relative to the availability of
tax increment from the Pleasant Hill BART Station Area to finance
improvements to the Treat Boulevard/Sunnyvale Avenue ramps to
Interstate 680 . A letter responding to this request has bee
prepared and is attached.

RE: PLEASANT HILL BART STATION
REDEVELOPMENT TAX INCREMENTS
This is in response to your letter of August 28, 1989. You
have requested information with respect to the amount of
available Redevelopment Tax Increments to finance additional
traffic improvements in the Pleasant Hill BART Station Area.
On two separate occasions, the information that you have
requested was provided to the Pleasant Hill BART Station Area
Steering Committee. On July 8, 1988 the bond capacity of the
Redevelopment Agency was reviewed. A memorandum was
distributed dated July 7 , . 1988. A copy of this memo is
included as Attachment 1. On April 7, 1989 the Pleasant Hill
BART Station Area Steering Committee reviewed projected tax
increments from the Pleasant Hill BART Station Area. A chart
showing projections of Redevelopment Agency tax .increments for
the Pleasant Hill BART Station Area was provided. This chart
is included as Attachment B.
Pursuant to the Redevelopment Plan, the Redevelopment Agency
has the ability to incur bonded indebtedness up to a maximum
amount of $40 million. To date the Agency has sufficient tax
increment to support its outstanding bonded indebtedness of
$7. 5 million. The Agency' s ability to support additional
bonded indebtedness is a function of approved projects being
built, thereby resulting in increased assessed valuation and
increased property tax increments. With respect to allocation
of the future tax increments and funds generated by incurring
bond indebtedness, the Pleasant Hill BART Specific Plan and
the Redevelopment Plan provide certain direction. The primary
project identified in the Redevelopment Plan that is yet to be
completed is the construction of the arterial in the Southern
Pacific Right-of-Way north from the Pleasant Hill BART Station
Area to Monument Boulevard.

Additional projects that may be considered for use of future
funds are being examined by the Steering Committee. A
consultant has been retained to look at the technical and
financial feasibility of additional traffic mitigation
measures. For your information, a copy of the Request for
Qualifications and the resultant scope of work for the
consultant conducting the additional traffic mitigation
measure analysis are included as Attachments C and D.
