HomeMy WebLinkAboutMINUTES - 10171989 - 1.66 a: 46 THE BOARD OF COMMISSIONERS, HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA RESOLUTION NO. 3567 RESOLUTION APPROVING SUBMISSION OF AN APPLICATION FOR FUNDING UNDER PUBLIC HOUSING DRUG ELIMINATION PROGRAM NOTICE OF FUND AVAILABILITY AND AUTHORIZING EXECUTION WHEREAS, it is the desire of the Board of Commissioners of the Housing Authority of the County of Contra Costa to provide decent, safe and sanitary housing for its tenants; and, WHEREAS, the Housing Authority of the County of Contra Costa ("PHA") desires to apply to the U. S. Department of Housing and Urban Development for $250,000 under the Public Housing Drug Elimination Program; NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners that: 1. The Chair of the Board of Commissioners and the Executive Director are authorized to submit an application for funding under the Public Housing Drug Elimination Program Notice of Fund Availability and to execute and submit all appropriate. documents required by the application guidelines; and, 2. Grant amounts obtained by the Housing Authority under the Public Housing Drug Elimination Program Notice of Fund Availability will not substitute for activities currently being undertaken to address the problem of drug-related crime in CA011006, Las Deltas, North Richmond, the project proposed for assistance; and, 3. Any additional security and protective services which may be assisted under Section 2.1(b) of the Notice of Fund Availability meet the requirements of that section; and, This Resolution sh all. be effective immediately. S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT UNDER THE PUBLIC HOUSING DRUG ELIMINATION PROGRAM I. RECOMMENDED ACTION: ADOPT Resolution No. 3567 approving submission of an application to the U. S. Department of Housing and Urban Development by the Housing Authority of the County of Contra Costa for $250,000 in drug elimination funds and authorizing the Chair of the Board of Commissioners and the Housing Authority Executive Director to execute and submit all appropriate documents required by the application guidelines, as recom- mended by the Advisory Housing Commission. II. FINANCIAL IMPACT: The Department of Housing and Urban Development (HUD) would allocate $250,000 in federal funds to assist the Housing Authority in its ongoing special drug enforcement program at CA011006, Las Deltas, North Richmond. III. REASONS FOR RECOMMENDATION/BACKGROUND: On September 18, 1989 the U. S. Department of Housing and Urban Development (HUD) issued a notice indicating that $8,200,000 is available in grant funds for the purpose of implementing drug elimination programs in public housing developments. The Notice of Fund Availability establishes a maximum grant 'of $100,000 for public housing authorities (PHAs) with 500 public housing units or less and $250,000 for PHAs with more than 500 units of public housing. The application deadline is November 29 1989. These funds are available on a national competitive basis, and the applications must be submitted to the HUD Central Office in Washington, D.C. Housing Authority staff will submit an application for $250,000, targeting drug elimination efforts at the Las Deltas public housing development in North Richmond. IV. -CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners fail to adopt-Resolution No. 3567 approving submission of an application for $250,000 in federal funds to assist in the Housing Authority's drug elimination efforts, the Board of Commissioners would be acting in a manner contrary •to its position to provide safe housing for low-income families in Contra Costa County.
