SUBJECT: Approve Standard Agreement #29-451-3 with the State
Department of Mental Health for a Joint Primary Intervention
Program (PIP) with John Swett Unified School District
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
A. ' Approve and authorize the Chairman to execute on behalf of the
County, a Statement of Compliance and Agreement #29-451-3 with
the State Department of Mental Health in the amount of $15, 098
for the period August 15, 1989 through June 30, 1990 for grant
monies from the State's Mental Health Primary Prevention Fund
to continue a Primary Intervention Program at Hillcrest
Elementary School as a joint project with John Swett Unified
School District. This agreement is for third-year funding of
a three-year project.
B. Authorize the Health Services Director or his designee to . '
negotiate a contract with the John Swett Unified School
District, for the period from August 15, 1989 through June 30,
1990, to carry out said Primary Intervention Program at
Hillcrest Elementary School.
II. FINANCIAL IMPACT:
Approval of this agreement by the State will result in $15, 098 of
State funding for a joint project with John Swett Unified School
District to continue a Primary Intervention Program. Sources of
funding are as follows:

This agreement for State grant funds requires a 50% local match
generated jointly by County Mental Health and the local school
district for the Hillcrest program.

County Mental Health's in-kind contribution includes an allocation
of a specific number of hours of current staff time already
budgeted in the Alcohol/Drug Abuse/Mental Health budget, plus
mileage and administrative/overhead costs. No new monies are
required. No new County revenue will be generated by this grant
as grant monies received will (a) flow through the Health Services
Department to the School District via subcontract to finance
project staff hired by the School District and project operating
expenses; and (b) reimburse the County for the Mental Health
consultant's attendance at required State training.
The County received $13 ,426. 80 of State funding for this program
last fiscal year.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
In 1985 the Legislature enacted AB 1934 (Bates) which created the
Mental Health Primary Prevention Fund in the State Treasury as a
stable mechanism to partially finance three-year demonstration
Primary Intervention Programs.
On September 13, 1988, the Board approved Agreement #29-451-2 with
the State Department of Mental Health for continuation of a joint
project with John Swett Unified School District for a Primary
Intervention Program at Hillcrest Elementary School. Standard
Agreement #29-451-3 provides continued funding for this project by
the State.
The Board Chairman should sign nine copies of the agreement, eight
of which should then be returned to the Contracts and Grants Unit
for submission to the State Department of Mental Health.
