Spooner, Contracts Administrato Costa DATE; October S, 1989 County SUBJECT: Approve Standard Agreement #29-445-4 with the State Department of Mental Health for a Joint Primary Intervention Program (PIP) with Richmond Unified School District SPECIFIC REQUEST(S) OR RECOMMENDATION S) a BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: A. Approve and authorize the Chairman to execute on behalf of the County, a Statement of Compliance and Agreement #29-445-4 with the State Department of Mental Health in the amount of $35,419 for the period August 15, 1989 through June 30, 1990 for grant monies from the State's Mental Health Primary Prevention Fund to establish Primary Intervention Programs at King and Lincoln Elementary Schools as a joint project with Richmond Unified School District. This agreement is for first-year funding of an expected three-year project. B. Authorize the Health Services Director or his designee to negotiate a contract with Richmond Unified School District, for the period from August 15, 1989 through June 30, 1990, to carry out said Primary Intervention Program at King and Lincoln Elementary Schools. II. FINANCIAL IMPACT: Approval of this agreement by the State will result in $35,419 of State funding for a joint project with Richmond Unified School District to establish new Primary Intervention Programs. Sources of funding are as follows: $ 35, 419 State Department of Mental Health 22 ,717 Richmond Unified School District 14 ,270 County Mental Health In-Kind Share $ 72,406 Total Program Amount This agreement for State grant funds requires a 50% local match generated jointly by County Mental Health and the local school district involved. No new monies are required. No new County revenue will be generated by this grant as grant monies received will flow through the Health Services Department to the School District via subcontract to finance project staff hired by the School District and to cover project operating expenses. The County received $21, 786 of State funding for the Primary Intervention Program at Bayview Elementary School last fiscal year. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: In 1985 the Legislature enacted AB 1934 (Bates) which created the Mental Health Primary Prevention Fund in the State Treasury as a stable mechanism to partially finance three-year demonstration Primary Intervention Programs. On September 13, 1988, the Board approved Agreement #29-445-3 with the State Department of Mental Health for third-year funding of a joint project with Richmond Unified School District for a three- year Primary Intervention Program at Bayview Elementary School. The three-year project at Bayview has been so successful that in February 1989, County Mental Health and the Richmond School District jointly submitted an application for State funds to initiate new Primary Intervention Programs at two additional schools. The application was approved for funding by the State, thus a new three-year funding cycle begins for two new program sites. The Board Chairman should sign nine copies of the agreement, eight of which should then be returned to the Contracts and Grants Unit for submission to the State Department of Mental Health. DG:gm
