SUBJECT; Approval of Novation Contract #24-396-4 with Diane Frary
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Chairman to execute on behalf of the
County, Contract #24-396-4 with Diane Frary in the amount of $26, 000
for the period July 1, 1989 through June 30, 1990 for provision of
consultation and technical assistance to: 1) complete a mental
health planning process for determining service priorities; 2)
coordinate Mental Health Advisory Board activities; 3) coordinate
the Alcohol/Drug Abuse/Mental Health Division Internship and Training
Program; and 4) provide technical assistance with researching and
writing the mandated Short-Doyle Annual Plan.
II. FINANCIAL IMPACT:
This contract is fully funded in the Health Services Department
Budget with 90% State Short-Doyle Mental Health funds and 10% County
matching funds (Org. #5941) . This $26, 000 contract payment limit
represents a $27, 000 reduction compared to the $53 , 000 FY 88-89
contract amount. This reduction is part of the Health Services
Department's FY 89-90 budget reduction for the Alcohol/Drug Abuse/
Mental Health Division.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
In FY 1987-88, the Alcohol/Drug Abuse/Mental Health Division
initiated a major planning and service reorganization effort in
response to the growing disparity between service demand and resource
availability in the County's mental health system. The Division is
in the process of finalizing a proposal to the Board of Supervisors
regarding the priority populations to be served and necessary service
reorganizations.
Under Contract #24-396-31 Diane Frary has provided technical
assistance and consultation required to conduct this activity.
Novation Contract #24-396-4 with Diane Frary is necessary to conclude
this complex planning process. In addition, this contract provides
support services to the Mental Health Advisory Board and coordinates
training for the mental health program.

Continuation of these contract services as an exception to the
freeze is necessary to prevent disruption of Advisory Board
activities and Division efforts to plan for changing service
needs with reduced resources. The Department is in the
process of creating a personnel position to replace this
contractor and anticipates that the position will be in place
during this fiscal year. This contract will be terminated
when the new position is filled. The Alcohol/Drug Abuse/
Mental Health Division has no planning staff who are able to
provide highly specialized technical assistance as described
above.
